La Direzione Investigativa Antimafia nell'ambito del ciclo EMPACT dell'Unione Europea

Il ciclo EMPACT, attivo dal 2012, coinvolge circa 60 Paesi tra Stati membri, partner terzi e agenzie internazionali, attraverso un ampio ventaglio di azioni operative coordinate a livello europeo.
In tale contesto, la partecipazione della DIA (Direzione Investigativa Antimafia) conferma il ruolo dell'Italia nella costruzione di una strategia comune orientata al contrasto efficace della criminalità organizzata transnazionale e al rafforzamento della sicurezza dell'Unione europea.

Nel quadro di EMPACT 2026+, la partecipazione della DIA — in coordinamento operativo con la Polizia di Stato, l'Arma dei Carabinieri e la Guardia di Finanza — si inserisce in una più ampia strategia europea di contrasto alla criminalità organizzata transnazionale, confermando il ruolo dell'Italia quale attore qualificato nella definizione e nell'attuazione di un approccio condiviso, volto al rafforzamento della cooperazione multilivello e al consolidamento della sicurezza dell'Unione europea.

Per il biennio 2026-2027, l'Italia parteciperà a 26 azioni operative sotto il coordinamento dello SCIP (Servizio per la Cooperazione Internazionale di Polizia) del Dipartimento di Pubblica Sicurezza del Ministero dell'Interno, assumendo altresì il ruolo di co-driver del progetto, evoluzione della precedente priorità HRCN (High Risk Criminal Network). Tale impegno ribadisce la determinazione del nostro Paese nel contrasto alle reti criminali strutturate e transnazionali.

La Direzione Investigativa Antimafia ha preso parte al Kick-off Meeting (riunione di avvio) della priorità MTCNI (Most Threatening Criminal Networks and Individuals), svoltosi presso il quartier generale di Europol all'Aia il 16 e 17 febbraio 2026. L'incontro ha definito le linee d'azione dell'Unione europea per il quadriennio 2026-2029 nel contrasto alle organizzazioni criminali di maggiore pericolosità e impatto transnazionale, contribuendo — attraverso Europol — alla definizione delle direttrici strategiche del ciclo EMPACT 2026-2029.

La DIA ha partecipato ai lavori in ragione del significativo coinvolgimento nelle Azioni Operative del nuovo ciclo EMPACT 2026+, ricoprendo anche il ruolo di Co-Action Leader dell'Azione Operativa 3.1 "Prevention & Administrative Approach", dedicata al rafforzamento dell'approccio amministrativo nella prevenzione e nel contrasto alle infiltrazioni della criminalità organizzata nell'economia legale.

La priorità si fonda su un modello multidisciplinare che integra cooperazione internazionale di polizia, analisi strategica, strumenti investigativi e misure di natura preventiva e amministrativa, con l'obiettivo di incidere in modo strutturale sulle reti criminali più complesse, operanti nello spazio europeo.

Nel corso dell'incontro è stato riconosciuto il valore dell' esperienza italiana nel settore della prevenzione amministrativa antimafia. Il modello nazionale — fondato sul monitoraggio delle imprese, sulle verifiche preventive e sull'applicazione della normativa in materia di documentazione antimafia — costituisce un sistema integrato finalizzato a tutelare l'economia legale e a rafforzare la resilienza dei contesti economici di fronte ai tentativi di infiltrazione criminale.
