@nlinggod Then what you want is something point-buy, because that allows players to have enough shared context in order to create their own powers, generally generic, or in some other way allows a focused construction of a character which can then go forward.
So we are basically looking at superhero games that aren't incredibly crunch.

Capes has an entirely different structure, but it's absolutely capable of doing exactly what you want. It's just a very unusual architecture – but I would absolutely use it for what you describe. Unfortunately it's a little bit hard to get your hands on these days – and by that I mean there's absolutely no place selling it. But if you would like to see it after looking at commentary on the net, I can probably slide you a copy. Yes, the cover looks silly.
I think someone else mentioned FATE, but I would also put on the table Fudge, it's originator. More of an RPG toolkit, you you can build something lightweight and focused exactly on what you want to do and it'll work just fine. Totally worth it. Given the list, I'd probably go with Wushu followed by Fudge as good starting places.

@Tim_Eagon #BESM 1e and 2e are quite different but each good in their own right. 1e is barely a book, but a really quick implementation and feels more gonzo. 2e has lots of bits and bobs but is easier to see how a concept can make be made mechanically.
#Exalted might also be a good fit, depending on the flavor of anime -
@Tim_Eagon I don’t have a great answer for this but I still think occasionally about picking up a secondhand #BESM 3e just to satisfy young bss’s curiosity and love of the first two editions.
