I guess working in Netradiant Custom is viable, but you have to open a Quake 4 map that already has single player entities in it.
If you open it fresh, there is a bare definition file it must have internally that doesn't seem to load a full entity list, not even guns.
But if you open a map populated with the proper entities, NRC figures out that it needs those, loads them properly and allows you to drop in stuff like those weapons which previously were gone in the right-click menu list
There doesn't seem to be any way other than this to convince NRC to use proper defs
More puzzlingly, this is a per-session thing. If you start out with a blank slate with an incorrect entity catalogue loaded, if you open an existing map, it does not pull the new list. You have to set NRC to reload the last map on startup, close out and then restart NRC with the proper map.

Hooray, first Quake 4 map! Finally summoned the energy to compile a months-old test map.
When you're starting out with something new, this is often what it looks like: an empty room with a few walls just so you understand the steps necessary to be able to stand in a map of your own making.

Fun fact: you can locate Outer Wilds fans by playing this music in a public space and observing who in the crowd desperately seeks out sliding ball puzzles to solve.

Despite being The Only Guy Who Can Save The Day, there's indications that you are not, in fact, the Main Character in Quake 4. This fucker will, with a starter machine gun, insta-delete Strogg around him; something that takes you getting a boosted railgun to do over halfway through the game.
They could've pod-dropped this asshole anywhere on the planet with several crates of ammo, and the war would be over in a week.
He is so bored being there, too, like his only entertainment is betting on if his squad mates live or die, that's the highlight of his tour of duty.

I don't think it's appreciated enough that in Doom 3's mission pack, Resurrection of Evil, you're introduced to Annoying Little Flying Shits a few seconds in, but like a minute later you're given a tool that lets you insta-delete the fuckers when they appear for the rest of the game.

About a half-hour out from midnight Eastern time you'll find me at the Quaketown Bar. If this is your first time logging in (104.15.247.5:27910), the main portal plaza has stairs that lead down to this area. There's a jukebox, dance floor, drinks at the bar, and a slot machine
Keep in mind that:
- This doesn't work with the Quake 2 Remaster; you have to use the original client, a source port like Yamagi, or Quake 2 RTX (which has a non-RTX mode with +set vid_rtx 0)
- You're given an account login code that if you want to keep your stats, you gotta write down.
