It's hard to argue against this. What happens to a seething stew when we turn up the hob? It becomes more energetic, kinetic. Energy is conserved, after all.

"Stays the same" is implausible.
"Calms down" is implausible.

[So pray for upper level wind shear deus ex machina. With projected stilling as well? Hmm.]

Good question. Tongue in cheek: because it was created by an engineer. The wiki article on the Hurricane Scale #SaffirSimpson doesn't explain the weird ranges for wind speeds, either. https://en.wikipedia.org/wiki/Saffir%E2%80%93Simpson_scale#Criticism
Other used scales work with 5 knot increments, the wiki article states.
