And if voters don't have to worry about wasting their votes, they can vote for who they really want to win and not have to worry about who (the conventional wisdom says) has a chance at winning. That worry--and the need to vote strategically--is what dilutes the power of minorities, not requiring the winner to be supported by a majority of voters.
