Cuba Loosens Its Economic Grip as Trump’s Pressure Campaign Bites

Photo by Pedro Szekely, used under CC BY-SA 2.0.Dear Cherubs, Cuba is loosening some of the tightest controls on its economy as the government confronts a brutal combination of shortages, blackouts, falling production and intensified pressure from Washington. For a country that has spent decades keeping the market firmly at arm’s length, this is quite the plot twist.
A BIG ECONOMIC PIVOT
In June, Cuba’s Communist Party backed a sweeping package of economic reforms that Reuters described as potentially the biggest change to the island’s socialist economic model since Fidel Castro came to power in 1959. The measures include opening the door to private real-estate development, allowing state-owned companies to become private commercial ventures and permitting private banks to operate in the financial sector.
The reforms also loosen restrictions on business ownership and employment, while plans include allowing entrepreneurs to participate in multiple private companies and creating a digital foreign-exchange market. Later measures have gone further, including easier access for private businesses to import and resell certain goods and medicines, as well as changes designed to attract foreign investment.
Cuba is not, however, suddenly putting up a giant “Capitalism — Grand Opening” banner.
President Miguel Díaz-Canel has repeatedly insisted that the reforms do not mean abandoning socialism. Instead, Havana presents them as a way to make the existing system more flexible and capable of surviving an increasingly severe economic crisis.
PRESSURE FROM WASHINGTON
The timing is hardly accidental. The Trump administration has intensified economic pressure on Cuba, including new sanctions and restrictions affecting people, companies and financial institutions connected with the Cuban government. The White House says the measures are intended to pressure Havana over human rights, security and what Washington considers hostile activity.
The pressure has also hit Cuba’s energy supply particularly hard. Reuters reported in October that a U.S.-imposed oil blockade was contributing to fuel shortages and blackouts, while Cuba’s dependence on imported oil leaves the island particularly vulnerable to disruptions.
Washington has simultaneously argued that Cuba should expand private enterprise, creating an awkward contradiction. Havana can hardly miss the irony: the United States is demanding more economic opening while simultaneously imposing measures that make it harder for Cuban private businesses to operate internationally. Politics, as ever, remains remarkably talented at making simple things complicated.
The reforms therefore look less like an ideological conversion and more like economic survival with the volume turned up.
Whether they work is another question. Cuba has announced ambitious changes before, and implementation has often been slower and messier than the paperwork suggested. Foreign investors will also be weighing sanctions, infrastructure problems and the wider political uncertainty.
Still, something significant is happening. Cuba is allowing more private capital, foreign investment and market mechanisms into an economy that has historically kept them on a very short leash.
The island may not be abandoning socialism, but it is clearly giving the market considerably more room to breathe.

I just got back from almost 2 weeks in #Cuba last night. It was a rough trip! I spent the time in Central #Havana and the outskirts of the nearby city of #Matanzas. If you've heard of how difficult the living conditions are due to the U.S. blockade of oil, it's just as bad as you imagined.
I used to go once or twice a year, but this was my first time back in 12 years. Big difference!
There are power outages constantly that last for hours or days. It's too hot to sleep and you can't even turn on a fan. Depending on the household, the water supply may be just as unreliable as the electricity. When you get water, you collect it in every bucket you can find. But use it sparingly for washing yourself lest you don't have another bucket with which to flush the toilet! Same for the supply of cooking gas. People burn charcoal or wood on makeshift barbeques made out of the cages of fans or the hub of a car's wheel or whatever they can fashion together.
There's not enough diesel for the garbage trucks, so the trash keeps piling up in the streets until the stench is too much to endure, at which point somebody sets fire to it. And it can smoulder for days. I assume for the same fuel shortage reason, there isn't the level of police patrols that there were in the past (I was there for a week before I saw a cop). There hasn't been city buses in Havana for 2 or 3 months.
A new electric vehicle called a tri-cycle, that can transport 4 to 6 people, is taking over the job of the buses. Solar panels are being installed everywhere. Everyone talks about getting an "ecoflow" (they use it like a word and not a product name). But the price of solar panels and house batteries are far out of reach for most people.
Oh, and about that U.S. blockade... I noticed a great deal more American products than ever before. It left me with the impression that the blockade is now about being the exclusive supplier to the island over whatever they thought it would accomplish before.
