  9. Even so, I saw first hand the potential for poor design, installation and regulatory compliance.

    The industry is very fragmented and too much trust was put in consultants to have oversight of projects for #DESNZ. These consultants rarely had to go to site and had no trade/on the tools knowledge of #retrofit installation.

    Subcontracting is another big issue. The accreditations might have been held by a ‘principal installer’ but that was meaningless in terms of who did the actual work.
