Definitely a big problem! For the present it seems solved around the #Tesla #Gigafactory as the #groundwater levels in the region, seem to be the highest in a long time, due to heavy rains:

Eastern Germany, a region that relies heavily on coal for power generation, is expected to become Europe’s largest clean energy hub.
