An interesting thing about Japan was that at first it looked like they were so law-abiding that they didn't even lock their bikes... But then I looked closer and saw that the bikes were locked just with a ring through the rear wheel. So the difference is perhaps that there are fewer trucks, so less certainty that someone will toss your bike in the back and take it off to a chop shop?
