If the devices were physically destroyed and scrapped you'd think Apple would also had removed this information from the online service, effectively making it impossible to reactivate them. Most larger businesses use an MDM solution so they can unlock the devices at will; otherwise they're locked with the employee's iCloud ID, which can be released in Find My. And if the employee doesn't unlock them Apple can override it with proof of purchase. https://support.apple.com/guide/deployment/activation-lock-depf4ab94ef1/web

If Apple allowed repair shops to override #ActivationLock it would destroy the whole #theft deterrent effect. And people are stealing #MacBook and #iPhone like crazy even with the threat of activation lock (and going to crazy extremes to trick users into overriding the lock). I want old Apple products to be recycled and repaired but Activation Lock is a solution to a different problem.
