Citizen Lab’s April 2026 investigation into global telecom surveillance documented commercial vendors leasing or brokering access to the same SS7 and Diameter signaling infrastructure carriers use for legitimate roaming, then querying a target’s location worldwide by routing traffic through complicit or careless intermediary operators. No subpoena. No cooperation from the target’s own carrier required at all. The researchers call these Ghost Operators, appearing as legitimate network nodes while belonging to none of the operators they claim to be. One campaign in that report ran across operators in seventeen countries for more than three years before it was identified.

Push one level deeper and the identifiers get harder to change, not easier. Software identifiers can be reset. A SIM can be swapped. The radio hardware cannot. Every RF transmitter carries small, consistent manufacturing imperfections, oscillator drift, power amplifier nonlinearity, phase noise, that show up as a fingerprint in the emitted signal itself, independent of whatever identifier the device claims to have.
