Provide a domain per endpoint for free - or however many a household wants, for that matter. Have it run by an existing or new TLD, or set of them, managed by a nonprofit / cooperative. Running DNS infra takes resources, but not an inordinate amount - a small fee taken out of the ISP charges could probably cover it.
You won't be able to have common names like "johnson.fedi" or something, but who types in URLs much? Links from places, QR codes in print...
