Reading about #responsibilty in #AI I noticed that a lot of literature writes about the responsibility of the designers or programmers and I haven´t seen the same amount of literature talking about the responsiblity of managers, sales people, vice presidents or CEOs. Do you know of papers that take the hierachy in companies into account ?

Reading about #responsibilty attribution of #AI and seeing the Uber car crash used as an example for autonomous cars - with common questions like are the designers responsible, the drivers or the regulators?
While it is a nice thought exercise, the specific example shows:
a) that management ignored findings of people working in test / #QA
https://www.bbc.com/news/technology-46552604b) that someone decided to actively disable existing safety systems https://www.cnet.com/roadshow/news/fatal-uber-crash-preventable-iihs-claims/
so this is a good example of how responsibilty can be attributed to the people that actively decided to do a) and b)
