The tax on the rich is bringing in more than expected and will fund transportation and education initiatives.

May 21, 2024"The '#MillionairesTax,' which went into effect for the first time last year, is set to bring in billions.
"State officials announced Monday that the surtax on high earners had generated more than $1.8 billion in revenue this fiscal year, with three months left to go, according to the State House News Service.
"This means state officials could have millions of dollars to spend on transportation and education initiatives.
"Any additional money raised beyond the $1 billion already budgeted would go to a reserve account, where state policymakers can ask for one-time investments in projects or programs.
"The SHNS reported that the revenue from the tax is already $800 million more than the Legislature and Gov. #MauraHealey planned to spend in surtax revenue for all of the fiscal year 2024.
"The Department of Revenue won’t certify the official amount raised until later this year.
"However, the estimates supported claims that the surtax would generate significant revenue for the state, despite fears that it would drive out some of its wealthiest residents.
"In 2022, voters approved the ballot initiative that levies an additional 4 percent tax on annual earnings over $1 million.
" 'Opponents of the Fair Share Amendment claimed that multi-millionaires would flee Massachusetts rather than pay the new tax, and they are being proven wrong every day,' Andrew Farnitano, a spokesperson for #RaiseUpMassachusetts, the union-backed group that pushed the 2022 ballot initiative, told the Boston Globe.
" 'With this money from the #UltraRich, we can do even more to improve our public #schools and #colleges, invest in roads, bridges, and #PublicTransit, and start building an economy that works for everyone,' Farnitano said.
"But Massachusetts has struggled with residents leaving the state recently, taking their taxable income with them.
"The announcement from the latest DOR quarterly report, described during Senate proceedings, is welcome news for budget writers who had been seeing declines in tax revenues for months.
"State tax collections have lagged behind projections for most of the 2024 fiscal year, SHNS reported, even after Healey implemented spending cuts.
"According to an analysis by the Pioneer Institute, Massachusetts lost $4.3 billion in adjusted gross income in 2021, 40 percent more than the prior year. The data shows that nearly 25,200 more tax filers had moved out of the state than moved in."

ION EXTENSION DELAYED
The future of ION extension to the city of Cambridge remains uncertain.
The Region of Waterloo council originally approved the Light Rail Transit (LRT) ION system in 2009. It was to be a link across Waterloo, Kitchener and Cambridge, with a Bus Rapid Transit (BRT) linking Kitchener and Cambridge.
Plans for Stage 2 ION, bringing the LRT transport system from Fairway Station in Kitchener through the urban centres of Cambridge to downtown Galt, were officially announced in June 2019, but the project has since been subject to significant delays.
A report to Cambridge City Council in 2023, estimated the expansion cost at $4.5 billion, a number that had nearly tripled since 2021. In June 2024, Matthew O’Neil, manager of Rapid Transit Coordination at the Region of Waterloo, said he expected construction to begin in 2032, seven years later than initial estimates.
On Apr. 3, Grand River Transit (GRT) revealed their ten-year business plan, which made no reference to Stage 2 ION expansion.
Councillors expressed frustration with the continued ambiguity surrounding the project. On The Mike Farwell Show on 570 NewsRadio Kitchener, former Cambridge Mayor Doug Craig was asked if Cambridge is being shortchanged on transit.
“Of course we are,” he said. “We don’t have [an] LRT, we don’t have a GO train, and we’re paying for the LRT in KW […] and we’re wondering when is ours going to come to the city of Cambridge?”
Stage 2 ION plans were thrown into further doubt on May 9, when Cambridge Mayor Jan Liggett endorsed the notion of rapid bus transit over LRT expansion. In a Cambridge council meeting, Liggett mentioned the option was raised by Waterloo Region council staff members that day.
“I know that’s earth-shattering news, but that was an open session of regional council today,” she said.
Liggett went on to say that the $4.5 billion cost of LRT expansion is not a realistic prospect.
“That’s an impossibility. We don’t have that much money in our budget in any given five-year span to put towards something like this,” she said.
The impact of the LRT in Waterloo and Kitchener has been positive. In 2023, $429 million in new building permits were issued in land along the LRT line. A growing percentage of the region’s population are reportedly moving to locations within a 10-minute walk of an LRT stop.
Cambridge councillors in favour of the expansion believe that it would have a significant impact on city rejuvenation.
“The ION expansion would have a positive impact on private investment and city rejuvenation. Every report has predicted this, and we have seen firsthand how this happened for Kitchener and Waterloo along the ION Stage one1,” Pam Wolf, Cambridge city councillor, said in a statement.
Former councillor Rob Deutschmann noted the ION expansion could attract $5-10 billion in private investments along the area, according to Cambridge Chamber of Commerce estimates.
The Region of Waterloo council have confirmed that nothing has been finalised yet, with the Initial Business Case for Stage 2 ION to be presented to Cambridge City council in November.

We got on and off the G Line a few more times. We happened across a block party celebrating the G Line RapidRide expansion with live music and doughnuts and swag. So much swag! I got a Boop the Orca tchotchke. Another party member donated to the Transit Riders Union and got a sweet tee shirt.

From there, Andrew led us to the first G Line RapidRide stop, which I want to say is on 1st Avenue? We rode it to the downtown branch of the #Seattle public library, one of my very favorite buildings. We wandered the library a little before catching the G Line again for further adventures.

“Epic” got tossed around indiscriminately for so long I fear it’s lost all meaning, but I can think of no better word to describe today’s #Seattle adventure, instigated by my most indefatigable transit maniac friend Andrew. He gathered a group of like-minded enthusiasts to celebrate the opening of King County Metro’s #RapidRide G Line, and it ruled.

"Local officials in #GreaterPortland are considering a system of #RapidTransit bus routes for the region.
"Under a draft proposal from the Greater Portland Council of Governments, dedicated bus lanes would provide express service through Portland, Westbrook and Gorham more quickly than traditional bus service, with stops along the way.
"The preferred route would start at the University of Southern Maine campus in Gorham, travel through downtown Westbrook and stop at the USM campus in Portland before heading down Congress Street and ending near the Eastern Promenade.
"The proposal envisions service every 10 minutes between Portland and Westbrook, and 20 minutes between Westbrook and Gorham.
"'That's frequent enough that you're not relying on a schedule anymore,' said Andrew Clark, transit program manager for #GPCOG. 'You're no longer planning your day around the bus schedule. You just know you can go out to the station, and the bus will be there in 10 minutes or something like that.'
"Clark said service every 10-20 minutes should also lure riders who wouldn't normally consider taking #PublicTransit.
"'I think people understand the role that transit can play in making our cities better, its role in reducing congestion, its role in better climate outcomes, better social equity outcomes,' he said.
"Greater Portland Metro would operate the proposed route, but the vehicles and stops would have a different look than the service's existing buses, Clark added.
"The proposed routes are still a long way away, Clark said. The cities of Portland, Westbrook and Gorham will need to decide how much road space can be freed up for dedicated bus lanes. The project will also need to secure federal funds for the new bus lanes and some new battery-powered vehicles.
"Local officials also eventually envision rapid transit routes to South Portland, Biddeford and Saco, Brunswick and Windham."

Weird. Today was my first time in Dutch public transport after about 14 months. A long time. I did ride a few trams in Gdańsk, true, but it's just not the same.
I'm positively giddy, such a joy. Letting the landscape pass by, watching your fellow passengers doing what they do. Hard to describe, but it made my day. That and having a drink with an old colleague, whom I hadn't seen for exactly the same amount of time. -
