UK watchdog says #CounterterrorismLaw could hit #protests, #FreeSpeech
By Sam Tabahriti, April 29, 2026
LONDON, (Reuters) - "Britain's terrorism watchdog on Wednesday said the government risked stretching counterterrorism laws beyond their original purpose by using such powers against #ActivistGroups, blurring the line between protests and national security threats.
"In his annual report examining the use of Britain's terrorism legislation during 2024, independent reviewer Jonathan Hall said the subsequent banning of pro-Palestine group Palestine Action had exposed "real uncertainty" over whether serious damage to property alone should qualify as terrorism.
"The law's broad wording could without clearer limits risk pulling protest activity into terrorism policing, even where there is no intent to harm people, Hall said.
" 'There is no legal authority on what 'serious damage to property' means,' Hall wrote, saying the definition could extend beyond violent attacks to acts such as criminal damage, depending on how courts interpret the threshold."

Interactive #ProtestMapPosted 31 October 2025
"Our new interactive map reveals how many countries misuse police weapons such as rubber bullets, tear gas, pepper spray, and batons to harass, intimidate, punish, or drive away protesters, shutting down their right to peaceful assembly. It also includes protest restrictions in the #UK.
"Our right to protest under threat across the world
"Authorities across the world are increasingly resorting to unlawful use of force and repressive legislation to crush protests. We have launched this interactive digital map to expose the shocking rise in the repression of protesters by states across the globe.
"This map shows how governments treat protests as a threat rather than a right and how law enforcement officials view their role as being to suppress and subdue protesters rather than to facilitate their rights. As a result, thousands of people are being unlawfully dispersed, arrested, beaten and even killed during demonstrations. They also face devastating consequences afterwards, just for participating in protests.
"In the UK, police have made over 2100 arrests under the #TerrorismAct 2000 for peacefully protesting the banning of #PalestineAction in the UK. It is a violation of the UK’s international obligations. And it simply can’t go unchallenged."
Spotlight on the #USA:
"UNITED STATES OF AMERICA
FREEDOM OF ASSEMBLY IS IN DANGER IN THE UNITED STATES OF AMERICA:
- Protest is treated as a threat
- Unlawful force is used against protesters and less-lethal weapons are misused
- Militarization takes place"Full map:

#RightToProtest is under attack in #England and #Wales, reports warn
#HumanRightsWatch and Justice say recent legislative changes have had a chilling effect and should be repealedby Haroon Siddique
Thu 8 Jan 2026"The right to protest is under attack in England and Wales with laws trampling over human rights protections and more oppressive restrictions in the pipeline, two major reports have warned.
"Both Human Rights Watch and the cross-party law reform organisation Justice say recent legislative changes have created a chilling effect on lawful protest and should be repealed. Their reports, simultaneously published on Thursday, also say that proposals for more curbs should be halted.
"They highlight the arrest of Republic #AntiMonarchy protesters during King Charles’s coronation, charges and arrests of #ProPalestinian demonstrators and long sentences for #ClimateProtesters as examples of the crackdown on the right to peaceful dissent.
"Fiona Rutherford, chief executive of Justice, said: 'Year by year, we see police powers grow, as our fundamental right to protest is treated more like a privilege. The law in this area has become dangerously unbalanced, empowering the state to silence voices it should be safeguarding. Reversing this trend is essential to restoring trust, protecting rights and preserving a healthy democracy.'
"Lydia Gall, a senior Europe and Central Asia researcher at Human Rights Watch, said: 'The UK is now adopting protest-control tactics imposed in countries where democratic safeguards are collapsing. The UK should oppose such measures, not replicate and endorse them.'
"Both reports say that the Police, Crime, Sentencing and Courts Act 2022 and the #PublicOrderAct 2023 were watershed moments, criminalising large amounts of previously lawful protest activity and placing a greater emphasis on preemptive containment of protest through criminal law.
The 2022 law granted police authority to impose conditions on public assemblies on grounds such as causing 'serious unease' or being 'too noisy', described by Human Rights Watch as 'vague and subjective'.
"Members of the public can be arrested for carrying items – described as innocuous by Justice – including cable ties, bike locks or glue, on suspicion that they may be used for 'locking‑on'."

Britain's High Court says government acted illegally in outlawing #protest group #PalestineAction
By Jill Lawless
LONDON (AP) — "Britain’s High Court ruled Friday that the government’s decision to outlaw the protest group Palestine Action as a terrorist organization was unlawful, but it kept the ban in place pending another hearing while the government prepares an appeal.
"Judges Victoria Sharp, Jonathan Swift and Karen Steyn said 'the nature and scale of Palestine Action’s activities' did not meet the 'level, scale and persistence' that would justify proscription.
"The judges said they were 'satisfied that the decision to proscribe Palestine Action was disproportionate.'
"The government banned Palestine Action after activists broke into a Royal Air Force base in June to protest British military support for Israel’s military offensive against Hamas in #Gaza, which killed tens of thousands of #Palestinians.
"The government declared the pro-Palestinian direct-action group a terrorist organization alongside the likes of al-Qaida and Hamas, making membership in or support for Palestine Action a crime punishable by up to 14 years in prison. Since then, more than 2,700 people have been arrested at protests for holding signs saying 'I support Palestine Action.' Almost 700 have been charged under the Terrorism Act, although no one has yet been convicted.' "

#PalestineAction defendants acquitted of aggravated burglary over arms factory raid
After eight days of deliberations, defendants were acquitted, or not convicted, of all offences levelled against them

4 February 2026 12:40 GMTDuring the trial, the prosecution alleged that the six defendants entered the factory with sledgehammers, intending, if needed, to injure and incapacitate security guards.
But the defendants disputed that the sledgehammers were “weapons of offence”, and insisted they were intended only to damage property.
As the verdicts were being read, the defendants held hands and embraced in the dock, as families and supporters cheered and wept.
The six defendants have been held for around 18 months on remand- exceeding standard #UK custodial time limits.

#UK Home Office loses bid to block #Palestine Action from challenging ban as terror group
The British government lodged its appeal after Palestine Action's co-founder Huda Ammori successfully won a judicial review to overturn its banfrom #MiddleEastEye #MEE
Published date: 17 October 2025 12:44 BST
last update: 1015 EDTThe Court of Appeal on Friday dismissed the government's attempt to stop the judicial review of its decision to ban the group.
During the judgement, 4 judges, including the Lady Chief Justice, also granted #PalestineAction's co-founder, Huda Ammori, two further grounds to challenge the ban, that were previously rejected.
These grounds include that the Home Secretary, at the time, failed to consider relevant information or/and considered irrelevant information, and that she failed to follow her published policy "which prescribes that certain factors may be taken into account".

British police arrest 900 people in London over banned group #PalestineAction
By SYLVIA HUI and JILL LAWLESS
September 7, 2025LONDON (AP) — "British police said Sunday that they arrested almost 900 people demonstrating in #London against a ban on the group Palestine Action, which has been deemed a terrorist organization by the government.
"Almost 1,600 people have now been detained, many for silently holding signs supporting the group, since it was outlawed two months ago. #Protesters say the ban on Palestine Action is an unwarranted curb on free speech and the #RightToProtest.
"The Metropolitan Police force said 890 people were arrested at Saturday’s demonstration, the vast majority, 857, under the #TerrorismAct for supporting a proscribed organization. Some 33 were detained for other offenses, including 17 for assaulting police officers.
"#DefendOurJuries, the campaign group organizing the protest, said 1,500 people took part in the demonstration outside Parliament, sitting down and holding signs reading 'I oppose genocide, I support Palestine Action.' "

#DystopianTimes - The collective West decided to #censor the entire internet instead of not doing #genocide
Ricky Hale and @cemedia
Jul 30, 2025Excerpt: "Since the #OnlineSafetyAct came into effect, we've seen an awful lot of political censorship and nothing in the way of saving children. Children's lives have not been improved by this bill, but all of us have seen loss of privacy and loss of information we should be allowed to access in a #FreeSociety.
"There is a petition on the Parliament UK website to repeal the Online Safety Act that I have attempted to sign three times. I still have not received the verification email, meaning my signature has not been counted. I suspect this is deliberate and that many more than the official 427,000 people have attempted to sign.
"The government has already responded to the petition by dismissing everyone's concerns and refusing to debate this in parliament. The whole point of parliamentary petitions is to trigger parliamentary debates, but the government is no longer pretending to listen to what we want.
"The level of #overreach in the Online Safety Act is off the chart. Section 179 bans people from saying something false that could cause 'non-trivial psychological harm', potentially banning #humour and #satire. It could also ban any speech that counters a government narrative and is therefore deemed false.
"If your government decides there is no genocide and you say there is, there is nothing stopping them deeming this misinformation and banning you.
[...]
"The #MinistryOfTruth now gets to decide which online content is factual or harmful and that will always be a political decision. There is no impartial way of doing this, and aside from anything else, people in a free society are allowed to say what they want. No one needs to be protected from speech."

Arrests made in #ParliamentSquare as pro-#PalestineAction protests held across #UK
Dozens of #protesters assembled in central #London on Saturday afternoon
Sami Quadri, Megan Howe, July 19, 2025
"Fifty-five people have been arrested for displaying #placards in support of proscribed group Palestine Action, Met Police has said.
"Demonstrations are taking place in cities including London, #Manchester, #Edinburgh, #Bristol and #Truro after the group was officially proscribed as a terrorist organisation two weeks ago.
"Dozens of protesters assembled in Parliament Square on Saturday afternoon holding white placards that read: 'I oppose #genocide, I support Palestine Action.'
"Some demonstrators were led away in handcuffs, while others were carried off by officers. In a post on X, the Metropolitan Police said: 'Officers have moved in and arrests are taking place.'
"Police said the 55 people arrested were arrested under Section 13 of the #TerrorismAct 2000.
"The Met had previously said around 70 people were arrested at similar protests in Parliament Square over the past two weekends.
"#DefendOurJuries, the group coordinating the campaign, claims a total of 120 people have now been arrested across the UK.
"The force warned that anyone expressing support for Palestine Action was likely to be arrested, adding that officers were also monitoring for chants such as 'death to the #IDF', led by punk-rap duo #BobVylan at #GlastonburyFestival.
"The ban, under the #TerrorismAct2000, makes it a criminal offence to be a member of or show support for the group — with a maximum sentence of up to 14 years in prison. Wearing a badge or #TShirt bearing the group’s name now carries a potential six-month jail term.
"Palestine Action co-founder #HudaAmmori is seeking to challenge the ban, with a hearing to determine whether a judicial review can proceed set to take place at the High Court on Monday."

Met warns against supporting proscribed groups ahead of #London #protests
Officers to monitor chants and conduct at #PalestineCoalition and counter-protests in Westminster
Joe Hadden
Friday 18 July 2025"The Metropolitan Police has warned that anyone showing support for proscribed organisations during planned protests in London this weekend could face arrest under #terrorism laws.
"An increased police presence is expected in Westminster on Saturday when a number of demonstrations are due to take place, including a large-scale march by the Palestine Coalition and a static counter-protest by Stop the Hate.
"The Met said it also anticipates further protest activity in support of the recently proscribed group #PalestineAction, which is now banned under the #TerrorismAct.
"Seventy people were arrested at similar demonstrations in #ParliamentSquare over the past two weekends, and the location of any action this Saturday is yet to be confirmed.
"Deputy Assistant Commissioner Ade Adelekan, who is leading the policing operation, said officers are experienced in managing events of this nature but warned that those who use the protests as an opportunity to express support for proscribed groups risk serious legal consequences.
" 'This Saturday’s Palestine Coalition protest is the first large-scale event of its kind since the proscription of Palestine Action and I want to make sure the implications of that change in the law are fully understood,' he said.
" 'Nobody will be committing an offence by simply supporting the Palestinian cause, taking part in the march or carrying flags, banners or other signs providing they don’t stray into hate speech or other offences.
" 'However, those who see this as an opportunity to test the limits of the law by expressing support for Palestine Action, whether at a standalone protest or as part of the Palestine Coalition protest, will likely be committing an offence and will very likely be arrested.'
"He added: 'I would urge those people to consider the seriousness of being arrested under the Terrorism Act and the very real long-term implications – from travel, to employment, to finances – that such an arrest is likely to have for their future.'
"Mr Adelekan also said the force is continuing to investigate '#OffensiveChanting' that took place at #GlastonburyFestival and has been repeated at recent protests in London.
"He said officers would assess chants at Saturday’s protest 'based on the specific circumstances' – noting that words shouted generally during the march may not constitute an offence, but could do so if directed at individuals in a way likely to cause harassment, alarm or distress.
" 'At previous protests, the area between the main march and any counter protest has seen the most heated exchanges. Officers will be particularly alert to conduct, including chanting, in this area and will be working with stewards to ensure crowds keep moving past this point,' he said.
" 'Where they become aware of behaviour that crosses the line from protest into criminality they will intervene and take appropriate action.'
"He said the best way for protesters to stay within the law is to avoid 'threatening, abusive and insulting language' or any support for banned groups. [!!!]
"The Palestine Coalition march will begin at #VictoriaEmbankment and proceed via #WestminsterBridge, #YorkRoad, #WaterlooBridge, #TheStrand, and #Whitehall, where speeches will be held."
