To fix problems caused by Earth's unpredictable rotation speed, scientists are proposing replacing the leap second, the current solution, with a leap hour.
"In other words, ironically, leap seconds were created to fix time discrepancies but ended up creating a “technical nightmare” at odds with modern society’s highly computerized infrastructure [...]."

According to a recent paper, due to fluctuations in the rotation of Earth's core, Earth';s rotation is speeding up. The final minute of 2026 would only have 59 seconds in order to keep UTC synchronised with Earth's rotation.
But #ClimateChange has melted so much of the polar ice caps that the distribution of Earth's mass has changed. This has delayed the negative #LeapSecond by three years, to 2029.

This NYT story on the #leapsecond baffles me. Can someone help me to understand why leap seconds are such a problem that a machine notion of time must prevail over the human notion?
