Battery is at 12v, and I'm supposed to get ground from the #19 wire from the ECU but I'm getting 11.2v which I see at the relay as well.

Either this ECU has the same problem, or the issue is somewhere else.

I don't know what to check next; maybe check for a short in the ECU harness?

I'm getting 8v positive at this wire with the key on and the ECU connected, which is probably a bad sign. 😟

The shop manual says the ECU should be sending ground.

Either the ECU is fried or there's a short somewhere in the wiring harness.
