Le projet de loi 796 a été déposé à l'Assemblée Nationale du Québec. Voici son contenu:
Médias sociaux:
- Interdiction des médias sociaux aux moins de 16 ans. Mécanisme de vérification: à déterminer par le Gouvernement du Québec, par règlement.
- Le commerçant doit informer un utilisateur qui s'inscrit des « risques associés à l'utilisation des écrans et plus particulièrement à l'utilisation des médias sociaux » et « des mécanismes utilisés pour capter et maintenir son attention »
- Le commerçant doit fournir aux utilisateurs des outils pour suivre et limiter son temps d'utilisation de la plateforme, notamment au moyen de « notifications ».
Jeux vidéos:
- Interdiction des « mécanismes incidant à l'engagement » aux jeux vidéos « s'adressant aux consommateurs âgés de moins de 13 ans ». La liste des mécanismes est déterminé par le Gouvernement du Québec.
- Interdiction des microtransactions et des lootboxes aux jeux vidéos « s'adressant aux consommateurs âgés de moins de 18 ans ».
- Le fabricant ou le commerçant d'un jeu vidéo doit informer le consommateur des « risques associés à l'utilisation des écrans, en particulier ceux associés aux jeux vidéo » et « des mécanismes utilisés pour inciter à l'engagement ».
Notes:
- Cette loi modifie la loi sur la protection du consommateur. Ma compréhension de la chose est que la définition d'un « commerçant » au Québec nécessite des activités commerciales visant à faire un profit. Ça devrait donc exclure de la portée les instances Mastodon, ainsi que les forums sur Internet.
- LinkedIn et les autres médias sociaux professionnels sont exclus de la portée du projet de loi.
- Le projet de loi ne semble pas spécifier par quel mécanisme on compte décider d'à quels âges un jeu vidéo s'adresse.

Short answer: She cannot and she will not.
Long answer: Stop targeting anglophones, stop demonizing allophones, stop diminishing bilingualism, allocate more $$$$$$$ for French instruction—especially at the community centres which have 12-24+ months waitlists for French instruction, etc.
