From a quick anecdotal analysis it appears that the #UKAlert system test has failed as:
People didn’t recognise the noise and ignored it
Others assumed it was spam
Others it failed to get through their “Do not disturb” status
The fact that it came through to different phones at different times meant that it didn’t appear to be an Area alert, and so was not treated as urgent -

In the pub. Everyone's phones have had the alert time going off, except mine as I disabled it.
Not all at once, it's been at various delays, some went off 5 minutes before the 3pm time.
