While it is recommended that the alerts should be kept on if at all possible, those with a secret device can opt out via their phone’s settings.
On iOS devices, enter the ‘notifications’ tab & switch off ‘severe alerts’ and ‘extreme alerts’.
Those with an android device should search for ‘emergency alert’ before using the toggle to switch it off.

I've seen a lot of people asking whether the #EmergencyAlert could've played a less alarming sound on this occasion (a request to not light any kind of fire outdoors during this heatwave and very dry spell, in the UK).
The answer is no: phones only have one kind of emergency alert, which is designed to be very intrusive because it's for urgent situations. It's not something that the Government can control.
So rather than "Was the sound appropriate for the alert?", we should perhaps be asking "Was the alert appropriate for the sound?"
In this case, which was the first this-is-not-a-drill use of the system in the UK, I believe the Government abused it because no specific threat or event occurred, this evening specifically, to warrant it — especially not nationwide. And many people will now disable the feature for crying wolf.
Unless I'm mistaken, the Government also has the option to send it as a text message, which would've been more appropriate this time.

4 of us got alerts. 4 didn't. They were on iPhone/Giffgaff.
Last time my parner all of 2 feet away got an alert. I didn't. Identical phones - same network.
Still work to be done to get a truly nstional emergency alert system working.

In case you want to see the message again, or want to disable the alerts on a secret phone:
On my Samsung Galaxy
Settings → Safety and Emergency → Wireless Emergency Alerts
Then there are options to enable/disable them and also Emergency Alert History.
