No further action for a very close pass by a van driver on a cyclist - because the affected cyclist didn't make a report(!)

I have no idea what they were thinking doing this - while it's not the worst #ClosePass, it might be among the most pointless: Quickly overtake and squeeze me in order to... get stuck in a queue behind a bin lorry, and save themselves 0 seconds, because I just scoot past and go up the bike lane.

The NR of drivers prosecuted should rise if you do this.
