#Ottawa Police literally create a traffic incident, by backing into a guy pulling away from the curb, yank him out of the vehicle to the ice slush ground, & arrest him.

Pay attention to the police cruisers reverse lights, and the distance gap of the green truck as it backed away to give him enough room to leave.

It was all caught by a citizen on her phone.
