Despite repeated natural disasters in Kashmir, the Indian government is accelerating its hydropower push in Kishtwar to enhance the country's power generation capacity and its strategic leverage in the region that shares a border with Pakistan, leaving locals to bear the environmental costs in a fragile landscape.

Pakistan "depends heavily on the Chenab for irrigation, food production and electricity, so even uncertainty about the timing of water releases can create economic and political pressure."
