Just Energy Transition Partnerships, #JETP are supporting developing countries in deploying renewable energy.
Germany's notes on the US exiting the program are odd. They find policy tweaks in the dev. countries that incentivises private investment far more important than big government expenditures.

I smell a dead, ie neoliberal rat with a bitter overtone of Nordstream2, Germany's gas storage, and ECT:

What I hear is, the Ministry pushes German (or European bc there are other Europ. states in the JETP) companies into South Africa for example, tasking them with the build-up of renewable energy infrastructure, and ask the SouthAfrican government to incentivise the investment.The profits from selling electricity go the company. The incentives go to the company. The new hardware belongs to the company.
And to get this private investment protected against government interference, SouthAfrica has to sign a contract to never enact a policy that lessens the profits, lest SA will be sued into oblivion. Like the fossil companies do, based on ECT.
The taxonomy for what "renewable" energy is comes from the EU, I suppose. Which allows gas "hydrogen ready", and biomass, ie forests, IIRC. The taxonomy originally was to be drafted by #Blackrock. vonderLeyen was stopped from doing this via public outcry. But I guess, she simply went on to temporarily employ Blackrock workers in the Commission. Rightly expecting that journalists wouldn't track this smart move.
Anyway. So one of the world's biggest fossil investors has drafted the bad "renewables" taxonomy after which European states now push neoliberal ideology and profit-driven a-holes into developing countries – and an ECT-eq shackles them to the neoliberal profiteers forever.You know. I'd rather have China do it, really.

Everything depends on what the J means in a #JETP deal.
Sure, "The just transition is country and context specific."
But before that, JETPs need to address social, racial, and finance justice on an international level.
Otherwise it's just sparkling colonialism.
I hope environmental and climate justice groups become the watchdogs on these deals, and *hound* the participants until they get it right.

#Vietnam recently got $15.5 billion in #JETP funding.
While news coverage focused on that amount, this is a deal, I'd love to know the conditions:
What's the #InterestRate?
What are those private funders getting? They're not in it for charity: to them, it's a $10 bn investment. What are the expected returns?Did Vietnam have to agree to any other concessions, economic or otherwise?
I'm guessing treating climate activists better was not part of the deal?

"The #JETP model focuses on expanding access to both public and #PrivateFinance to support critical and catalytic #energy system #investment needs. The funds come from a group of international countries called the International Partner Group (IPG) and private financial institutions. "
So the private money is there to beef up the national contributions. (for what returns?)
As for the "Just": the devil is in the details.
