As a Soldier--as others have also noted--I was under a particularly uncompromising legal and ethical mandate NOT to publicly contest policy decisions of any administration of EITHER party once they'd been made (BEFORE that, in principle, I retained some flexibility to publicly offer my "best military advice" so long as I made it clear that I was speaking as a private citizen with some expertise, and not IN any official military or Intelligence Community capacity.

This is a crucial part of military subordination to civil authority in a democracy: we exist "to faithfully execute, to the best of our ability, the policies of whoever 'We, the People' elect over us." But that same articulation reveals an even more fundamental truth: Constitutionally, whoever occupies the White House is simply a "term employee" OF THE AMERICAN PEOPLE, who remain the Sovereign.

So who advises the Sovereign, when that employee's "performance reviews" roll around?

When I helped lead the professional ethics program at the U.S. Naval War College, I posited that that HAD TO BE our retirees: career MEMBERS OF THE PROFESSION, possessing its unique expertise and still bound by duty and professionalism--but no longer bound, as serving AGENTS OF the government in place at that moment in time, not to contradict its decisions, once made.
