  21. While strikes in other countries may be presented as signs of freedom, in the US they will be presented in terms of the disruption they cause. The "harmful disruption" presentation encourages readers to understand that the status quo before the action was not harmful and did not disrupt; and that worker actions are therefore willful, selfish and possibly malignant.
