No matter how you manage the payout from the #CapAndAuction proceeds, this is one good way to control carbon #emissions by capping the amount of #FossilFuels you get out of the ground in the first place.

This is how #Singapore puts a cap on the number of cars on its streets: Their Cap & Auction scheme prevents excruciating traffic congestion and funds their excellent #PublicTransit system.

Perhaps a hybrid payout is best, where a portion goes to governments, and the rest to individuals.

Paying out to individuals is a very American proposal, but some things need to be done collectively, e,g. putting money in individuals' hands will not build a public transit system.
