Capping #carbon #emissions at the well or fracking rig makes more sense as there are far fewer of those than of smoke stacks and tailpipes.

Paying out to individuals is a very American proposal, but some things need to be done collectively, e,g. putting money in individuals' hands will not build a public transit system.

It turns out there are more proposals for #rationing; this article mentions a few Cap & Ration schemes and delves into something called Tradable Energy Quotas (TEQs). Each adult would be given an equal free entitlement of TEQs units each week, and they can trade that on a national market.

But commerce on this planet is thoroughly globalised now. An Ethiopian should be able to get paid for the TEQ at the American or European price.
