“(O)n Windows, OsString uses a malformed encoding sometimes referred to as "WTF-8".

So ähnlich wie UTF-8, aber es kann Windows-Dateinamen abbilden, die einzelne UTF-16-Surrogates enthalten, halbe, kaputte Zeichen nicht auf der Basic Multiligual Plane.
