At 400 AM CDT (0900 UTC), the center of Tropical Storm Bertha was located near latitude 29.0 North, longitude 92.2 West. Bertha is moving toward the west near 13 mph (20 km/h). A generally westward
or west-northwestward motion is expected through tonight, followed by a turn toward the west-southwest on Friday. On the forecast track, the center of Bertha will move near or along the Louisiana and upper Texas coasts through this afternoon, and then move farther inland into Texas this evening and tonight.

Maximum sustained winds are near 45 mph (75 km/h) with higher gusts. Little change in strength is expected today, and Bertha is forecast to maintain tropical storm intensity up until it reaches the upper
Texas coast later today. Bertha is expected to dissipate inland over Texas by tonight or Friday.

Tropical-storm-force winds extend outward up to 160 miles (260 km) mainly to the southeast of the center. The National Ocean Service station at Eugene Island, Louisiana, recently reported sustained winds of 39 mph (62 km/h) with a wind gust of 47 mph (76 km/h). An oil platform southeast of the center of Bertha recently reported sustained winds of 56 mph (90 km/h) at an elevation of 102 ft
(31 m).

From NC’s Weather Authority on FB: Tropical Update: Say hello to Tropical Storm Bertha (NC knows Bertha all too well, so glad it's not coming here), which developed last night and is about 175 miles Southeast of Mobile, Alabama. It is a disorganized storm, with most of the weather on the south side of the center, but it has managed to strengthen, with winds of 50 MPH and a pressure of 997 MB this morning. The system is expected to move towards the Northern Gulf Coast over the next 48 hours and bring impacts to Mississippi, Alabama, Louisiana, and Texas. A Tropical Storm Warning is in effect from the Alabama/Florida border to the Jefferson/Plaquemines Parish border
in Louisiana. A Storm Surge Watch is in effect for the Alabama/Florida Border to the Mouth of the Mississippi River

A Tropical Storm Watch is in effect for Bay/Gulf County line in Florida westward to the Florida/Alabama border, west of the Jefferson/Plaquemines Parish border to Morgan City, Louisiana, Metropolitan New Orleans, Lake Pontchartrain, and Lake Maurepas

The National Hurricane Center says "Bertha is expected to bring tropical storm conditions to portions of the Gulf Coast from Alabama westward to southeastern Louisiana tonight and Wednesday, where a Tropical Storm Warning is in effect. Tropical storm conditions are possible for portions of the Florida Panhandle, Metro New Orleans, and the southern Gulf Coast of Louisiana, where a Tropical Storm Watch is in effect.
