BROADCASTING: Wales’ new media watchdog won’t exist until 2028 — as critics call it “constitutional navel-gazing”
Wales is getting a new broadcasting body — but not until 2028, and its first form will be a working group advising on how to set it up.
Culture minister Heledd Fychan set out the timetable for a Shadow Broadcasting and Communications Authority for Wales in a written statement on Wednesday, meeting the Plaid Cymru government’s pledge to publish plans within its first 100 days.
The authority is intended to protect and strengthen public service media in Wales — and the Welsh Government says it is the first step towards pressing for broadcasting powers to be devolved from Westminster.
What actually happens, and when
The first step is a working group. Recruitment for its members starts in September, with the group expected to hold its first meeting early in 2027.
Fychan says she expects detailed recommendations on the authority’s structure, status and remit early in 2028, with a formal decision confirmed in spring 2028.
She has set aside £45,000 from Creative Wales’ budget to fund the work this financial year.
That means the “shadow” authority itself — a body watching over broadcasting in Wales without yet holding formal powers — is at least two years away, with the working group doing the design work in between.
“Completely unnecessary”
The plan has vocal critics in the Senedd — Fychan’s statement acknowledges “concerns expressed by some Members”.
Reform UK’s shadow culture minister Louise Emery called the authority “completely unnecessary” in a Senedd debate last month, describing the government’s culture plans as “more constitutional navel-gazing, more quangos, more slow state-building towards independence, and more cost.”
Welsh Conservative culture spokesperson Paul Davies questioned the spending. “Surely this is not the best possible use of resources, especially given that these powers are not devolved,” he told the Senedd, pressing the minister on how much the body would cost and how it would operate.
The previous Labour government considered the same central recommendation — made by an Expert Panel on Broadcasting in 2023 — and stopped short, opting for an advisory group rather than a shadow authority. The Plaid government is going further than its predecessor was willing to.
“Plans agreed for and about us”
Fychan says the case rests on evidence that a UK-wide broadcasting framework “does not cater to the realities of how a devolved UK operates”, pointing to backing from the Institute of Welsh Affairs and the Independent Commission on the Constitutional Future of Wales.
Her statement singles out the UK Government’s new Local Media Fund — support for local journalism designed in Westminster — as “the latest example of plans agreed for and about us, where we have no role in how those plans are shaped and implemented.”
Broadcasting and communications are currently reserved to Westminster, with services like S4C and BBC Wales operating under UK-wide frameworks — the structures the authority would eventually scrutinise from a Welsh vantage point.
Fychan says she is “certain that any resource channelled towards a Shadow Broadcasting and Communications Authority for Wales will pay dividends.”
Whether it survives contact with the Senedd arithmetic is another question — the government lost its first budget vote 49–44 on Tuesday night, and every spending line now faces a chamber where it lacks a majority.

Has anyone seen LingoPie? You can learn languages by watching tv with subtitles and hovering over the subtitles shows the translation.
Obviously this costs money because capitalism but there is a massive opportunity out there for people encouraging use of languages outside their population centre.
S4C, for example, has both Welsh and English subtitles for everything so with a bit of will and clever coding we could have the Welsh version of this for free :)

TV licence fee to rise to £180 from April as government confirms inflation‑linked increase
The increase — equivalent to an extra 46p a month — follows the 2022 Licence Fee Settlement, which requires the charge to track the consumer price index until the end of the current BBC Charter in 2027.
A standard colour licence currently costs £174.50. The fee has risen each year since 2024, despite ongoing debate about how the BBC should be funded in future.
Government says rise will give BBC ‘stable footing’
Ministers say the uplift will help keep the BBC financially stable as it continues to deliver public service broadcasting and support the wider creative industries.
The Department for Culture, Media and Sport said the government “recognises the financial pressures on households” but remains committed to the licence fee for the remainder of the Charter period.
Support remains available for those struggling with the cost, including:
- Free licences for over‑75s on Pension Credit
- Reduced fees for care home residents and blind people
- The Simple Payment Plan, allowing people in financial difficulty to spread payments in smaller instalments
The cost of a black‑and‑white licence will also rise, increasing from £58.50 to £60.50.
Black‑and‑white TVs are still a thing
They might feel like museum pieces, but thousands of households across the UK are still watching television in black and white — and yes, they’re still paying for a licence to do it.
At the end of 2025, around 3,600 homes were registered for a monochrome TV licence. That’s a tiny fraction of the country, but still remarkable given colour broadcasts began more than half a century ago.
The numbers are falling fast. In 2000, more than 212,000 households held black‑and‑white licences. By 2020, that had dropped by half — and it’s halved again since then.
So who’s still tuning in without colour? Some are collectors or retro‑tech enthusiasts who love the glow of an old cathode‑ray tube. Others are simply nostalgic, sticking with sets they’ve owned for decades. And a few are motivated by cost: a black‑and‑white licence is £58, around 66% cheaper than a colour one.
London remains the unlikely stronghold of monochrome viewing, consistently topping the list for the most black‑and‑white licences still in use.
They may be dwindling, but these last few thousand households are a quirky reminder that not everyone has made the jump to ultra‑HD streaming just yet.
BBC: ‘The licence fee provides financial stability’
The BBC said the fee ensures it can continue delivering trusted news, homegrown programmes and content that “brings people together”.
The corporation is also preparing for major changes ahead of its next Royal Charter in 2027, with the government currently consulting on future funding options. These include:
- A reformed licence fee
- A tiered system based on which BBC services people use
- A subscription or advertising‑supported model
The government says it is “keeping an open mind” about what comes next.

Executives are exploring new revenue options, while critics argue the current model is outdated. Supporters say the licence fee remains the fairest way to fund universal public service broadcasting.
The government’s consultation on the BBC’s future funding runs alongside its wider Charter Review.

#RyanReynolds announces launch of ‘Welsh Wednesdays’ on his new US TV channel.
All programmes have been bought from #Welsh language television channel #S4C, which will supply Maximum Effort Channel with weekly programming including dramas, documentaries and entertainment shows as part of a long-term partnership.
S4C said the deal will create income for the channel and production companies behind the shows and enable further investment in the creative sector in #Wales.
