BROADCASTING: Wales’ new media watchdog won’t exist until 2028 — as critics call it “constitutional navel-gazing”
Wales is getting a new broadcasting body — but not until 2028, and its first form will be a working group advising on how to set it up.
Culture minister Heledd Fychan set out the timetable for a Shadow Broadcasting and Communications Authority for Wales in a written statement on Wednesday, meeting the Plaid Cymru government’s pledge to publish plans within its first 100 days.
The authority is intended to protect and strengthen public service media in Wales — and the Welsh Government says it is the first step towards pressing for broadcasting powers to be devolved from Westminster.
What actually happens, and when
The first step is a working group. Recruitment for its members starts in September, with the group expected to hold its first meeting early in 2027.
Fychan says she expects detailed recommendations on the authority’s structure, status and remit early in 2028, with a formal decision confirmed in spring 2028.
She has set aside £45,000 from Creative Wales’ budget to fund the work this financial year.
That means the “shadow” authority itself — a body watching over broadcasting in Wales without yet holding formal powers — is at least two years away, with the working group doing the design work in between.
“Completely unnecessary”
The plan has vocal critics in the Senedd — Fychan’s statement acknowledges “concerns expressed by some Members”.
Reform UK’s shadow culture minister Louise Emery called the authority “completely unnecessary” in a Senedd debate last month, describing the government’s culture plans as “more constitutional navel-gazing, more quangos, more slow state-building towards independence, and more cost.”
Welsh Conservative culture spokesperson Paul Davies questioned the spending. “Surely this is not the best possible use of resources, especially given that these powers are not devolved,” he told the Senedd, pressing the minister on how much the body would cost and how it would operate.
The previous Labour government considered the same central recommendation — made by an Expert Panel on Broadcasting in 2023 — and stopped short, opting for an advisory group rather than a shadow authority. The Plaid government is going further than its predecessor was willing to.
“Plans agreed for and about us”
Fychan says the case rests on evidence that a UK-wide broadcasting framework “does not cater to the realities of how a devolved UK operates”, pointing to backing from the Institute of Welsh Affairs and the Independent Commission on the Constitutional Future of Wales.
Her statement singles out the UK Government’s new Local Media Fund — support for local journalism designed in Westminster — as “the latest example of plans agreed for and about us, where we have no role in how those plans are shaped and implemented.”
Broadcasting and communications are currently reserved to Westminster, with services like S4C and BBC Wales operating under UK-wide frameworks — the structures the authority would eventually scrutinise from a Welsh vantage point.
Fychan says she is “certain that any resource channelled towards a Shadow Broadcasting and Communications Authority for Wales will pay dividends.”
Whether it survives contact with the Senedd arithmetic is another question — the government lost its first budget vote 49–44 on Tuesday night, and every spending line now faces a chamber where it lacks a majority.

MANOSPHERE: Baglan’s former Miss Wales fronts hard-hitting S4C documentary built on Swansea University research
A former Miss Wales from Baglan has fronted a hard-hitting new S4C documentary on the online “manosphere” and its growing influence on young men in Wales.
Sara Manchipp, who was crowned Miss Wales in 2011 and studied in Swansea, presents the two-part series — drawing on her own experience of being stalked, and on ground-breaking research by academics at Swansea University.

The programme asks what the manosphere is, and why a culture of online misogyny appears to be taking hold among some young men — and what it is doing to the men drawn into it.
Among those who speak candidly is Abishek, a young man who describes how an online trend called “looksmaxxing” — focused obsessively on maximising physical attractiveness — pushed him to the brink during a difficult period in his teens.
“At the age of 14 I was standing at my bathroom mirror at 2am with a hammer in my hands having tears running down my face,” he says in the programme. “I started thinking about everything and decided to lower the hammer.”
Abishek is part of a group of young men calling themselves “Men Tomorrow”, alongside Josh Sargent and Chase Campbell, a member of the Welsh Youth Parliament for Blaenau Gwent.
Campbell links the problem to the loss of community and opportunity in parts of Wales.
“The problem in Wales can be quite unique, especially with the area I’m from in the Valleys — an area that’s experienced really heavy economic deprivation over the past 40, 45 years now,” he says.
“Like lack of social spaces, lack of role models, no kind of real career prospects — making people turn to more desperate places online.”
He also points to the disappearance of youth clubs and community centres, with more than a thousand having closed across the country in 15 years.
The series is built on research by Swansea University, home to world-leading experts in the field.
Dr Andrew Thomas and Dr Joe Whittaker carried out one of the largest studies of its kind into incels — predominantly young men who often blame feminism for women’s greater autonomy in relationships.
Their work examined the lived experiences and psychological profiles of those involved, including mental health and neurodiversity, as well as how they respond to incel ideology online.
“Angry young men who are unable to form relationships have always existed — that’s nothing new,” Dr Whittaker says.
“Fifty years ago, however, it wasn’t easy to find others who shared extreme ideological views. What the internet has fundamentally changed is the ability to find and connect with those communities — and that is significant.”
For the documentary, the researchers worked with S4C and Colegau Cymru, which represents further education colleges across Wales, on a survey of 16 to 20-year-olds — the first of its kind to ask both young men and women about misogyny, online experiences, pornography and mental health.
For Manchipp, the subject is deeply personal. She has spoken of being stalked and threatened by a man later convicted of attempting to murder someone else.
Now a mother to a young son, she says the experience has shaped her fears for the world he will grow up in.
“Tomos, my son, is the light of my life. My experience with a stalker has made me much more worried about the world he’s going to grow up in,” she says.
“Where did he get the idea that the only way to get a woman’s attention is by frightening her? How many other men think the same way — and what can we do to stop it?”
The series combines that research with the lived experiences of young people across Wales, offering a timely look at a phenomenon increasingly shaping how a generation sees one another.

SWANSEA: City takes starring role as S4C and ITV team up for first time on new drama Santa Maria
A new television drama being filmed in and around Swansea will put the city on screens across the UK — in the first ever drama co-production between S4C and ITV.
Santa Maria, a six-part dark comedy-drama, will premiere in Welsh on S4C in early 2027 before being broadcast in English on ITV later the same year.
The series follows two families from very different sides of the tracks, whose lives become slowly entangled through the actions of Maria — a saintly but strung-out cleaner.
It was created and written by multi-award-winning screenwriter Siwan Jones, whose previous work includes Con Passionate, Alys and 35 Diwrnod.
Directing is Erin Richards, whose credits include Y Golau/The Light in the Hall: Still Waters and the American series Gotham.
Producers have described Swansea as an integral part of the story, with filming taking place in and around the city — and Mumbles also set for a starring role.
Cameras have been quietly rolling for almost a month — the production’s first slate, released with the announcement, is dated 11 May and marks scene one, take one of the shoot.
The all-star cast is packed with familiar Welsh television faces, including Y Gwyll/Hinterland stars Siân Reese-Williams and Richard Harrington, Hannah Daniel of Cleddau/The One That Got Away, Leisa Gwenllian, and Oliver John.
They are joined by Matthew Gravelle, who starred in the Port Talbot-set Steeltown Murders, and Swansea-born Melanie Walters — best known as Gwen in Gavin & Stacey.
The series is being made by Welsh independent production company Triongl, with support from Creative Wales, equity funding from S4C’s commercial content fund, and international distribution handled by Sphere Abacus.
S4C’s Head of Film and Drama, Gwenllian Gravelle, who commissioned the series, said it would capture the contrasts of life in the city.
“Santa Maria explores the striking contrasts of life in Swansea, where two very different worlds exist side by side,” she said.
“Set against the city and Mumbles’ iconic blue skies, this deliciously dark comedy-drama captures Swansea in all its diversity; vibrant, complex and unmistakably real.”
Darren Nartey, Head of Content Acquisitions at ITV, said the broadcaster was “very proud to be bringing this fascinating, quintessentially Welsh story to our audiences across ITV”.
Triongl’s executive producers Nora Ostler Spiteri, Alexander Spiteri and Gethin Scourfield said they had assembled a cast and crew to make a show that was “warm, funny and vibrant — a far cry from our usual Welsh noir”.
The Welsh Government said Creative Wales’ investment had helped create jobs and training opportunities in the Welsh screen sector.
Plaid Cymru’s Cabinet Minister for Enterprise, Connectivity and Energy, Adam Price, said: “As a new government we’re committed to strengthening the Welsh creative sectors. We welcome the fact Creative Wales’ investment in this production has helped create jobs for our talented workforce, valuable experience for trainees, and is expected to deliver around £5.7m in economic return for Wales.”

U20 matches go live on YouTube — with Welsh and English commentary
S4C will stream every Wales U20 match live on its S4C Chwaraeon YouTube channel, alongside its usual coverage on TV, S4C Clic and BBC iPlayer.
It’s the first time the age‑grade tournament has been available across all S4C platforms, and fans can choose between Welsh‑language and English‑language commentary.
The move sits alongside S4C’s full Six Nations package, which includes:
- All five Wales matches in the Guinness Men’s Six Nations
- All five Wales matches in the U20 Six Nations
- Extended highlights of every Wales fixture in the Guinness Women’s Six Nations
Sarra Elgan fronts the men’s coverage, with Gareth Charles on commentary and Lauren Jenkins reporting. A heavyweight line‑up of analysts includes Jonathan Davies, Stephen Jones, Ken Owens, Robin McBryde, Sioned Harries and Jamie Roberts.
For the U20s, Lloyd Lewis presents, with commentary from Rhodri Gomer, Gruff McKee and Dave Rogers.
Players: ‘It means the world’
Scarlets captain Josh Macleod said the squad is focused on building momentum throughout the championship.
“The main focus is to build on the autumns and try to perform every week,” he said. “The supporters mean the world — we can hear them from the stands.”
Wales hooker Ryan Elias said the tournament still feels “as special as ever”.
“It was a dream for me growing up,” he said. “Everyone is at the top of their game in the Six Nations — it’s fierce.”

ITV says the format is needed to help fund its share of the £63m‑a‑year broadcast deal, and insists the ads will only appear during natural stoppages.

TV licence fee to rise to £180 from April as government confirms inflation‑linked increase
The increase — equivalent to an extra 46p a month — follows the 2022 Licence Fee Settlement, which requires the charge to track the consumer price index until the end of the current BBC Charter in 2027.
A standard colour licence currently costs £174.50. The fee has risen each year since 2024, despite ongoing debate about how the BBC should be funded in future.
Government says rise will give BBC ‘stable footing’
Ministers say the uplift will help keep the BBC financially stable as it continues to deliver public service broadcasting and support the wider creative industries.
The Department for Culture, Media and Sport said the government “recognises the financial pressures on households” but remains committed to the licence fee for the remainder of the Charter period.
Support remains available for those struggling with the cost, including:
- Free licences for over‑75s on Pension Credit
- Reduced fees for care home residents and blind people
- The Simple Payment Plan, allowing people in financial difficulty to spread payments in smaller instalments
The cost of a black‑and‑white licence will also rise, increasing from £58.50 to £60.50.
Black‑and‑white TVs are still a thing
They might feel like museum pieces, but thousands of households across the UK are still watching television in black and white — and yes, they’re still paying for a licence to do it.
At the end of 2025, around 3,600 homes were registered for a monochrome TV licence. That’s a tiny fraction of the country, but still remarkable given colour broadcasts began more than half a century ago.
The numbers are falling fast. In 2000, more than 212,000 households held black‑and‑white licences. By 2020, that had dropped by half — and it’s halved again since then.
So who’s still tuning in without colour? Some are collectors or retro‑tech enthusiasts who love the glow of an old cathode‑ray tube. Others are simply nostalgic, sticking with sets they’ve owned for decades. And a few are motivated by cost: a black‑and‑white licence is £58, around 66% cheaper than a colour one.
London remains the unlikely stronghold of monochrome viewing, consistently topping the list for the most black‑and‑white licences still in use.
They may be dwindling, but these last few thousand households are a quirky reminder that not everyone has made the jump to ultra‑HD streaming just yet.
BBC: ‘The licence fee provides financial stability’
The BBC said the fee ensures it can continue delivering trusted news, homegrown programmes and content that “brings people together”.
The corporation is also preparing for major changes ahead of its next Royal Charter in 2027, with the government currently consulting on future funding options. These include:
- A reformed licence fee
- A tiered system based on which BBC services people use
- A subscription or advertising‑supported model
The government says it is “keeping an open mind” about what comes next.
