First, there are Mr. Freeman's former colleagues turned into headcrab zombies: the literal layer.
Second, you have to fight the #HECU Marines: the allegorical layer.
Third, as made clear in #OpposingForce, both the HECU Marines and the Black Ops think this of each other. 🍬
