I filed Grievance #2 today concerning Salem's handling of the Verrus data-center NDA.
It asks whether, after the NDA and project were disclosed, the Council's decision to let the arrangement continue without public action amounted to acquiescence, approval, authorization, or ratification.
This is the first step to requesting an investigation with the Oregon Government Ethics Commission.

My first Public Meetings Law grievance concerning Salem’s handling of the proposed $5.1 billion #DataCenters project has now been received by the City.
The grievance addresses the July 13 meeting, when the City Manager publicly disclosed the project and the City’s #NDA without that subject being identified on the agenda.

Public testimony may be "online" yet remain practically unreadable. I downloaded 700+ pages from a Salem City Council record, removed duplicates, redacted contact information, summarized 187 testimony records, and linked each entry back to its source page.
