"Terrorism" literally means a strategy & actions that are meant to sow fear among those, who are considered to be "enemies", adversaries, opponents, out of religious or political or other reasons, to force the terrorized group(s) to do something it/they normally not agree to do.
Politics may only be one facet among others for terrorist acts. So terrorism is not a political word, while political views & demands may be only one aspect illegally motivating terrorists.
Btw, al Qaeda, Islamic State & even the Nazis weren't politically motivated, but ideologically (pseudo-religiously painted ideologies).
