"Kaitlyn Schwartz joined dozens of other campers under the Center Street off-ramp on July 13 in packing up her belongings and figuring out where she would sleep next.
" 'This is not living,' she said. 'We’re only surviving.'
"The 23-year-old said she tries to keep a clean camp and look out for others.
" 'I'm trying to make a difference,' she said.
"While she's young, many people living in the #encampments are older and vulnerable. Schwartz said she's been the target of sexual violence and theft and has witnessed drug overdoses.
"Some people lose everything they own when a sweep occurs.
" 'How is anyone supposed to live like this?' she asked."

But this time, to his (small) credit, the decisions *if* to clear & *which* to clear will be made by #DHS Department of #Homeless Services, not by #NYPD (#Adams was a cop, so cops were king).
