Update: per @colinpurrington, it's slime #mold.

Fungi and...other fungi? Insect eggs? ...on a living tree. Southeastern PA.What is this? It doesn't help that I tend to shoot wide open (because art).

Update per @colinpurrington (and y'all should follow him) "the insects are beech blight aphids and the dark fungus is Scorias spongiosa, a specialist on the honeydew that the aphids emit as waste."
