    I'm just an ignorant #Canadian, but I've read the US #constitution, and it seems pretty clear to me - the U.S. #Congress has "the power of the purse", not the #presidency .

    Seems like this was a #forgone #conclusion, unless you think courts should rule by #feelz rather than by #laws.
