There's one character that can also manage a huge scaly wolf-like beast.

In the Damsel and the Mermaid (which is in the same world), the mer-folk don't change automatically into human form. But it's similar to the dragon changing, though the mermaid of the title has additional abilities in that regard.

The words tumbled out of her. “I want to kiss you.”

Daria looked down into her eyes. “I think I would like that.”
