I found the abstract interesting, but had hesitations due to poor experience with editorial process as an author with this journal, and since it was an El$evier journal (which I try to avoid doing free work for).

    Now the deadline review is approaching, and the study was less interesting than assumed, has no data available, poor transparency, typos that should have been weeded out in the review process, and I'm regretting my decision. I will fortify my review policy for the future!

    About charging money:

    The reviewers don't charge anything, they don't get paid. Neither do the scientists who write the paper. The big publishers (e.g. #Elsevier) charge so much because they can. They get free work from all sides and charge royally for it. This is one of the main issues with the current system.

    Fortunately, things are changing slowly, with some major universities cancelling their subscriptions and are moving to open access.

If I learn that the article acknowledges that no-APC OA (#DiamondOA) journals exist, and even outnumber APC-based OA journals, then I'll correct this post. But I'll still criticize the authors and editors for publishing a false claim in the abstract, namely, "Open access (OA) publishing…requires article processing charges (APCs)."
