Report: Even after the war ended [*], the academic boycott of Israel is intensifying
Israel's "Task Force for Combating the Academic Boycott of the Association of University Heads" warns in a report published today that the academic boycott of Israel could lead it into dangerous scientific isolation.
According to the VERA (Association of University Heads) report published today (May 14, 2026), Israel's academic boycott is accelerating, not slowing.
#Belgium, #Netherlands, #UK, #Spain, and Italy lead the boycott activity. Germany and Italy have so far blocked EU-level sanctions on Israel, but the pressure at the institutional level keeps building regardless of what governments do.
Horizon Europe "the crown jewel" is slipping. Attempts to exclude Israel from the EU's €95.5B research program surged 150% in the last six months. Israel's participation has already halved - from €303M in grants (2022) to €119M (2025). The next Horizon agreements are up for renewal in 2027-2028, and the EU is openly questioning whether Israel shares the "values" required to stay in.
The "ceasefire" changed nothing. The assumption that stopping the bombing of Gaza would reverse the boycott was wrong. The boycott movement "quickly adjusted" - citing the war on Iran, operations in Lebanon, settlement expansion in the West Bank, the death penalty bill for Palestinians, and Knesset members openly endorsing violence against Palestinians.
It's not just symbolic. 1,120 boycott incidents recorded. 41% involved suspension of active research cooperation. 29% involved physical disruption of lectures and conferences. 9% involved damage to research grants. Individual researcher boycotts (57% of cases in 2024-25) are now shifting to institutional and professional association level boycotts - a structural escalation.
Israel's identification with the US under Trump is compounding the damage. European resentment of Trump's foreign policy (tariffs, NATO hostility, Venezuela/Iran adventurism) spills onto Israel, which is seen as Washington's fully aligned proxy. The EU is asking whether shared values still exist.
#BDS is "working as designed." The BDS movement explicitly states its academic boycott campaign has "pushed Israel to the margins" of Horizon Europe. The report concedes there's "no substitute" for Horizon - Asian partnerships can't replace it. Israel faces irreversible scientific isolation.

I support the #NamePlaceFund campaign, aimed to ensure the EU continues to fund arts and culture.
⁃ NAME: Put culture in the title of a Horizon Europe window: ‘Culture and Global Societal Challenges’, and put culture in the title of a Competitiveness Fund policy window.
⁃ PLACE: Give culture a dedicated structural component in both programmes. When we say ‘dedicated component’, we mean a dedicated budget line, work programmes, and calls. A horizontal principle is not enough for culture, nor is a line inside someone else's policy window. Culture deserves a home of its own.
⁃ FUND: We call for €5 billion to be allocated towards culture and artistic research in Horizon Europe, and €3 billion to be allocated towards culture and creative industries in the European Competitiveness Fund.Culture cannot and must not become an afterthought. Our future depends on the continued support of the many tangible and intangible benefits arts and culture give us.

Questions about Israel and the European Union’s Horizon Europe program
The European Union’s Horizon Europe program serves as a lifeline for Israeli academia, which remains complicit and silent about the ongoing genocide in #Gaza. Shouldn't Israeli participation in EU programs face greater scrutiny based on legal and ethical obligations?
Separating Israeli research from government policies is like claiming Israel's #Eurovision participation doesn't benefit the state. Israeli media acknowledges that losing Horizon Europe access could trigger isolation and academic decline similar to Russia's post-sanctions deterioration. These grants provide more than funding—they offer prestige, international collaborations, and access to cutting-edge infrastructure. The Council for Higher Education warns of "devastating" consequences including research deterioration and accelerated brain drain, while university leaders emphasize threats to Israel's academic status. Simultaneously, cuts to US government science funding create what Israeli sources call a "double-sided attack" on their research capabilities.
Concerns raised in the Q&A:
Even civilian research projects can free up Israeli government resources for military operations and settlement expansion, while continued EU cooperation legitimizes these policies and weakens international pressure for change. Further more, monitoring mechanisms cannot prevent misuse or ensure that research and technology aren't ultimately used for military purposes, creating moral inconsistency in condemning Israel's actions while providing funding that indirectly supports the state.
The ongoing genocide in Gaza, with its massive civilian casualties and humanitarian crisis, only intensifies these concerns and shows that maintaining the status quo in fact fails to hold Israel accountable, while sending the wrong message about the EU's commitment to human rights and international law. While a full revocation of the association agreement is considered highly improbable due to the need for unanimous consent, a suspension or exclusion from Horizon Europe specifically is a real possibility requiring a qualified majority vote, and the likelihood of this happening depends on the evolving political situation.
