    Pretty sure this is a Carnegie library, built with funds bequeathed by steel magnate Andrew Carnegie.
    I've seen at least three of these in widely separated geographical location in the US.
    All remarkably similar.
    A vestige of the time when the filthy rich still felt some responsibility to sponsor public works.
