Das Anliegen von #schwarzrot zegt vor allem eines: Die Regierungskoalition versteht Datenschutz nicht. Man kann ja gern 99,3 Prozent der Unternehmen von datenschutzrechtlichen Pflichten freistellen. Aber doch nur, wenn gleichzeitig eine effektive Kontrolle der maßgeblichen Datenverarbeiter - #microsoft, #amazon, #google, #bytedance, #meta usw. usf. – implementiert wird! Wielka gra Microsoftu. Jak gigant z Redmond legalnie sprzedaje modele OpenAI do Chin
Z jednej strony amerykański rząd dwoi się i troi, by odciąć Pekin od najnowszych technologii, z drugiej – chińskie korporacje pompują miliardy dolarów w modele twórców ChatGPT. Jak to możliwe?
Okazuje się, że w szczelnych z pozoru sankcjach istnieje spora wyrwa, a jedyną firmą, która potrafi ją legalnie i niezwykle zyskownie wykorzystać, jest Microsoft.
Raport opublikowany właśnie przez agencję Bloomberg rzuca zupełnie nowe światło na technologiczną rywalizację między USA a Chinami. Wynika z niego, że Microsoft stał się po cichu głównym dostawcą rozwiązań opartych na modelach OpenAI dla największych chińskich gigantów internetowych. Skala tego zjawiska jest ogromna. Jak donoszą informatorzy, sam ByteDance (właściciel TikToka) wydaje na usługi chmurowe i sztuczną inteligencję Microsoftu ponad miliard dolarów rocznie. Wśród stałych klientów kupujących dostęp do AI przez platformę Azure są też takie potęgi jak Tencent, Ant Group czy Meituan.
Chmurowy wytrych
Jak to w ogóle możliwe w obliczu surowych amerykańskich sankcji eksportowych? Odpowiedź kryje się w konstrukcji samych przepisów. Waszyngton stanowczo zabrania amerykańskim firmom sprzedaży do Chin zaawansowanego sprzętu (takiego jak akceleratory Nvidii) oraz transferu samego oprogramowania (czyli udostępniania tzw. wag modelu).
Prawo jednak nie nadąża za chmurą i nie zabrania udostępniania tych modeli w pełni zdalnie. Microsoft nie instaluje systemów OpenAI na fizycznych serwerach w Pekinie czy Szanghaju. Microsoftowi te obawy zdają się jednak nie spędzać snu z powiek, a unikalna umowa z OpenAI (gigant z Redmond zainwestował w twórców ChatGPT miliardy dolarów) pozwala mu na niemal całkowitą swobodę w dysponowaniu modelami serii GPT. Efekty finansowe takiego pozycjonowania są oszałamiające. Według wewnętrznych dokumentów i nagrań ze spotkań zarządu, przychody z usług AI w chmurze Azure na rynku chińskim rosną szybciej niż w jakimkolwiek innym regionie na świecie. W ostatnim pełnym, zamkniętym roku finansowym firmy (kończącym się w czerwcu 2025 roku) przychody te urosły trzykrotnie, a rok wcześniej skoczyły o absurdalne 400 procent. Rynki z niecierpliwością czekają teraz na raporty za zamykający się właśnie rok 2026.
Warto zaznaczyć, że w ofercie chmurowej Microsoftu dla Chin brakuje modeli firmy Anthropic – w tym przypadku obawy o kradzież IP okazały się silniejsze, a producent całkowicie zablokował dostęp do swojej technologii.
Zarabianie na dwóch frontach
Paradoks tej geopolitycznej gry najlepiej widać, gdy spojrzymy na pełne portfolio usług chmurowych giganta. Z jednej strony firma wykorzystuje swoje zagraniczne serwery, by dostarczać amerykańską technologię OpenAI chińskim korporacjom. Z drugiej strony, na tej samej platformie Azure, oferuje zachodnim klientom biznesowym dostęp do… chińskich modeli. Już w styczniu 2025 roku Microsoft dodał do swojej oferty głośny wówczas model DeepSeek R1, a obecnie testuje wdrożenie jego nowej wersji w usługach klasy enterprise jako tańszej alternatywy dla rozwiązań od OpenAI.
Microsoft jest dziś jedynym graczem na rynku, który z powodzeniem zarabia na obu stronach amerykańsko-chińskiej barykady technologicznej, kasując sowitą marżę za udostępnianie modeli w obie strony. Pozostaje jednak otwarte pytanie, jak długo politycy w Waszyngtonie będą przymykać oko na tę chmurową lukę w sankcjach. Z drugiej strony Microsoft jest firmą amerykańską, w związku z tym może z chińskimi podmiotami zrobić to, co stało się zarzewiem afery w Europie. I to akurat Amerykanom może bardzo odpowiadać.
