支付NetCup账单
用的是safepal & fiat24
从OKX C2C买了USDC，然后通过Arbitrum One转到Safepal的钱包
再从Bank的充值，将USDC转化为EUR
一开始NetCup显示你的银行卡余额不足，但是明明已经超过需要支付的账单了
将USD也转化为EUR，余额超过了账单15EUR，仍然显示余额不足
考虑了风控，但是之前WebHosting和域名购买都是支持的
然后才发现是SafePal需要——Bank-账户-限额-货币消费余额-修改为非0 -
