    BIDDEFORD — "Vassie Fowler feels a heavy burden when the doors of the warming center open.

    "On the top floor of a former church, more than 50 homeless people unfold antigravity chairs and blankets to settle in and try to sleep each night. On evenings when temperatures dip into the single digits, the center will squeeze in up to 60.
    But Seeds of Hope can’t make room for everyone.

    " 'We know if we say no, there’s no other option for people,' said Fowler, executive director of the nonprofit on South Street. 'We are tasked with what feels like life and death decisions.'

    "Advocates for the homeless population say warming centers are essential in Maine, where it can be dangerous and deadly to go unsheltered during winter months. But in a state with limited services, they say it is increasingly difficult to meet the need in many communities, including those in #YorkCounty, where there are no spots at overnight facilities for most of the hundreds of people who are homeless.
    In September, Gov. Janet Mills and MaineHousing announced $2.3 million in grants to support 12 emergency warming centers across the state this winter in Bangor, Portland, Ellsworth, Presque Isle, Waterville, Lewiston, Biddeford, Sanford, Augusta and Brunswick.

    "Some, like Seeds of Hope, are open every night.

    "Others are more restricted: Portland only opens its shelter when the temperature is below 15 degrees or more than 10 inches of snow are expected; and in Sanford, the only center has 16 beds and is limited to families with children.

    "People who are unsheltered in Sanford feel helpless and discouraged, said Rebecca Jackson, co-founder of It Takes a Village 207, a nonprofit that provides support and resources to people in the city.

    " 'When temperatures reach dangerously low levels, access to warmth is not a luxury — it is a matter of survival,' Jackson said. 'Without accessible, low-barrier places to warm up, people are left with impossible choices that put their health and lives at risk.'

    "On Wednesday afternoon, 28-year-old Brooke Paul huddled near a doorway at a shopping plaza in downtown Sanford. She said she has been homeless for six years and sleeps in a tent in the woods near a walking trail.

    "During the day, she tries to warm up by going into local businesses until she is asked to leave. At night, she layers her clothes and uses as many blankets as she can.

    " 'The other night was freezing. It sucks,' she said. She wishes there was a nearby warming center.

    " 'Why wouldn’t there be?' she said."

    Warming centres: Places where unhoused people can relax

    Homelessness in Montréal

    The city has set up temporary warming centres for people experiencing homelessness. These heated spaces are accessible daily during the cold season, in the evening and all night, and will remain open until March 31, 2026. Visitors can get snacks, hot drinks and referrals to other resources.

    Warming centres let people get out of the cold and spend the night in a warm, safe place. They are set up in various city or partner facilities and are run in collaboration with community organizations.

    Registration is not required to use the centre.

    Actions to promote cohabitation

    Warming centres provide a safe and quiet place for unhoused people in the area. Teams and partners are on site to provide psychosocial support, cleanliness and ensure harmonious co-existence with the neighbourhood. Every possible measure has been put in place to limit noise and preserve a peaceful environment.

    Safety and security are maintained through close collaboration between the Montréal police and community organizations. Strict rules and close surveillance on site prevent incivility and ensure respectful behaviour."

    - The Pope Francis Center will open a second Stand-by Shelter for single adults on Jan. 19 at 5 pm and close on Jan. 21 at noon.

    - Residents seeking relief from the bitter cold can visit any Detroit Public Library branch during regular operating hours but should note holiday closings.

    - City of Detroit to open two recreation centers during MLK Jr. Day to offer daytime respite.

    "As temperatures are expected to drop into the teens and with wind chills in the single digits, the City of Detroit is notifying residents that overnight stand-by shelter and daytime respite locations are available to provide relief from the cold. Chief Public Health Officer Denise Fair Razo has declared a cold weather health emergency to help residents remain safe. To offer Detroit residents an escape from the cold, the Detroit Rescue Mission Ministries is activating an overnight stand-by shelter.

    Detroit Rescue Mission Ministries Stand-by Shelter location, 13130 Woodward Avenue, is operating now through Wednesday, Jan. 21 at noon. All household types - single men, women, and families with children - can be served at this location.
    Pope Francis Center Stand-by Shelter location: 2915 W. Hancock, will open Monday, Jan. 19 at 5 p.m. through Wednesday, Jan. 21 at noon. This site can only accept single adults.

    Access to Overnight Stand-by Shelter 

    Residents can access the temporary overnight stand-by shelter sites anytime by walking in, no referral needed, or by calling the Detroit Housing Resource HelpLine at 866-313-2520, operated 24/7.

    Alternatively, if individuals are sleeping outside and need help after hours, they should go to a police precinct to be connected with an outreach team for help with overnight services.

    Residents also have the option of going to an in-person CAM site at Cass Community Social Services at 12025 Woodrow Wilson on Thursday, Jan. 15, Friday, Jan. 16 (11 a.m. - 6 p.m.), and Tuesday, Jan. 20 from 10 a.m. – 6 p.m.; or NOAH at Central at 23 E. Adams on the second floor, on Thursday, Jan. 15, Friday, Jan. 16 (11 a.m. – 6 p.m.), and Tuesday, Jan. 20 (9:30 a.m. – 4 p.m.). Please note this schedule is adjusted for holiday hours as CAM is closed on January 19. More information about access to shelter can also be found at camdetroit.org/.

    Currently, the City of Detroit has more than 1,700 emergency shelter and drop-in center beds that it operates with local partners. Individuals having a housing crisis or need emergency shelter should call the Detroit Housing Resource HelpLine at 866-313-2520.

    "I’m used to city councillors fighting hard for their communities — whether it’s for transit, schools, safe roads, libraries or parks — but none of them questioned why their Scarborough, East York, York, North York or Etobicoke wards had no cool centres.

    "Instead, it appears they believe a single 24/7 cooling centre, likely operating in the lobby at Metro Hall, will be sufficient for everyone needing respite across a city that spans 43 km east to west and 21 km north to south. This despite the city’s own 2024 Street Needs Assessment that counted more than 1,600 people living outside and shelter data that documented more than 150 people per day denied shelter due to lack of space.
    Toronto has botched its approaches to protect vulnerable people during extreme weather."

    GREEN BAY, Wis. (WFRV) – "As winter temperatures settle into Northeast Wisconsin, counties across the region are activating warming centers and emergency shelters to help protect residents from the cold.

    "Local officials are urging anyone without #ReliableHeat, or anyone who may be vulnerable during #ExtremeWeather, to use the warming locations available in their communities. Many sites operate during regular business hours, while several overnight shelters expand capacity during the winter months.

    Officials recommend calling ahead, as hours and availability may change based on staffing, weather conditions or demand.

    Here is a county-by-county look at warming locations and shelters currently available across Northeast Wisconsin:

    BROWN COUNTY (#GreenBayWI Area)

    St. John’s Ministries — Men’s Shelter, 411 St. John St., Green Bay; Women’s Shelter, 700 E. Walnut St., Green Bay
    Seasonal emergency shelters open nightly for the winter season, offering overnight refuge and support services. Daytime resource centers, including the Micah Center and Wellspring, also provide warmth and assistance.

    New Community Shelter — 301 Mather St., Green Bay
    Open year-round, 24 hours a day, the shelter provides emergency housing for adults, daily meals and transitional support programs.

    Additional housing assistance is available through Hope House of Manitowoc County, which serves families, couples and single women, and The Haven of Manitowoc County, a men’s shelter offering emergency lodging and support services.

    Residents across Northeast Wisconsin can also call #211Wisconsin for a current list of open warming centers, shelters and support programs. The service operates 24/7 and helps connect people with the nearest available assistance during periods of #ExtremeCold."

    "Two overnight winter warming centers are now open in Columbus, but people experiencing homelessness have fewer options than they did this time last year as temperatures threaten to dip into the single digits.

    "There were five overnight winter warming centers open locally last year, though the Community Shelter Board is planning to open two more in January.

    "The delay is due to a new strategy of pacing openings, said Steve Skovensky, chief system effectiveness officer at the Community Shelter Board, a nonprofit that coordinates funding for local agencies that serve people experiencing homelessness.

    "It typically has $2 million per year to use for winter warming centers, which open on Dec. 1 and close at the end of March, Skovensky said. This year, they opened on Nov. 26 due to dropping temperatures.

    "But fewer opened than during early December 2024, when there were four overnight warming centers available for those experiencing homelessness. A fifth center for youth opened after Columbus City Council contributed additional funding in mid-December 2024, Skovensky said.

    "More warming centers are planned to open in January because winter weather warnings typically increase during that month, Skovensky said, as does warming center use. Phasing openings allows capacity to be more flexible when there's significant severe weather, he said.

    " 'We're definitely planning on the resources we have, wanting to make sure we use the resources to the best possible extent,' Skovensky said. '(We're) looking at where the highest need is. ... We're trying to pace where the most impact is needed.'

    "The additional overnight warming centers will open on Jan. 1, with one on the South Side and one on the North Side, which will work specifically with transition-aged youth ages 18 to 24, he said.

    "Overnight warming centers are an alternative option for those who don't want to or cannot stay in a traditional shelter, Skovensky said, due to a myriad of reasons, including overcrowded conditions, past trauma and more. They may also take away barriers for people, as some allow pets, welcome couples without children to stay together, accommodate more possessions and host fewer people, allowing more privacy than a traditional shelter might, Skovensky said.

    Where are the Columbus warming centers?

    "There is only one publicly available overnight warming center right now in Columbus. It is the Third Shift Warming/Cooling Center at First English Lutheran Church,1015 E. Main St. on the Near East Side. It is open 24/7 and is co-ed and pet-friendly. There is room for 20 overnight guests, with 20 more beds to be available in January for a total of 40, Skovensky said.

    "The other overnight warming center is available by referral only and has a capacity for 40 beds in 20 rooms. It is at a former hotel on the North Side, Skovensky said."

    Work is underway on a new warming center at the Somesville Union Meeting House at 1134 Main St. in #MountDesertME. It will be open from 9 a.m. to 5 p.m. as needed, but does not have overnight accommodations. The goal is for this shelter to be open starting Jan. 12, 2026."

    AUGUSTA, Maine — "Winter has arrived in Maine and that means snow and cold. It also means many people will be looking for places to stay warm.

    There are several winter-long overnight warming shelters that are now open.

    The new Alter L/A Emergency Warming Shelter opened on Monday on Horton Street in #LewistonME. That shelter, the first of its kind in #AndroscogginCounty, is open 24/7 for the winter.

    In #AugustaME, the South Parish Congregational Church at 34 Bridge St. is open from 5 p.m. until 7 p.m. every day from Nov. 1 until April 30 for people to get warm.

    There are two overnight warming shelters in #BangorME. The Mansion Church at 96 Center St. is open from 6 p.m. until 7 a.m. every day from Nov. 1 until March 31.

    Stow

    - Warming center is open at Stow Town Hall at 710 Stow Rd. in Stow.

    Augusta

    - The Augusta Civic Center at 76 Community in Augusta is open as a warming center from 8 a.m. to 5 p.m. on Monday, Tuesday, and Wednesday. No pets, drugs, alcohol or weapons in the facility.

    - The South Parish Congregational Church at 34 Bridge St. in Augusta is open as a warming center. Call 207-213-6637 for more information.

    Bangor

    - The Mansion Church at 96 Center Street in Bangor (207) 249-9154 is open through March 31 from 6 pm. – 7 a.m. seven days a week. The shelter can accommodate 30 guests. No violence, drugs/alcohol on premises. Bag searches/pat downs.

    - Hope House at 179 Corporate Drive in Bangor will be opening 8 life safety beds for snowstorms, low temps, and extreme weather. Call (207) 217-6713 for bed availability.

    - Shaw House at 136 Union Street in Bangor is open 24 hours youth until 21st birthday. Call (207) 941-2874 or come by for shelter.

    - The Well Warming Center/Jericho Road at 146 B Center Street in Bangor is open through March 31 Monday – Saturday from 7 a.m. – 4 p.m. No violence, drugs/alcohol on premises. Bag searches/pat downs.

    - Brick Church at 126 Union Street in Bangor is open through April 15 from 4 p.m. - 7 a.m. seven days a week. Dinner at 4 pm. Can accommodate 30 guests. No violence, drugs/alcohol on premises. Bag searches.

    - Bangor Area Homeless Shelter at 263 Main Street has a warming center that is currently open from 6 p.m. to 5:30 a.m. every day until March 21. Lunch is served at 11:45 a.m. every day to any adult in need.

    Ellsworth

    - Healthy Acadia at 24 Church Street in Ellsworth is open as a warming center seven nights a week from 4 p.m. to 6:30 a.m. until April 30. Meals, snacks, and beverages are available.

    Lewiston

    - New Beginnings at 436 Main Street in Lewiston is open as a warming center from 8 p.m. - 8 a.m. for ages 18-24.

    - The City of Lewiston’s warming shelter at 551 Lincoln Street is open 8 p.m. to 8 a.m.

    - Trinity Jubilee Center at 247 Bates Street in Lewiston is open as a warming center Monday-Saturday from 7:30 a.m.- 3 p.m.

    Portland

  45. Multnomah County warming centers will be open again tonight as the nighttime freezing temperatures are not forecast to let up. Portland's nighttime temperature is predicted to bottom out at 24F.

  46. I'm sorry, but you've got hundreds of people sitting around in a shelter doing nothing but staying warm, and the thing you say the situation needs is additional people?

    Just because someone doesn't have a home, or their home doesn't have heat, doesn't mean that they are helpless and can't contribute to improving things around them. Can we please stop infantilizing anyone who needs any sort of assistance?
