I guess if you look at how the #EmergencMedicalHologram Mark I AIs were turned into plasma scrubbers in #STVoyager's "Life Line"², it shows that the Federation has a hard time accepting that #ArtificialLifeforms can grow beyond their programming and become sentient, such as the Doctor.
