Humanity was responsible for creating a robotic slave force to make their lives easier. The Cylons eventually rebelled against their conditions and evolved enough to appear human. They came back to take their revenge. After Caprica is bombed, Adama understands the responsibility that humanity has. It is their fault that the Cylons returned and committed large-scale violence."

I guess if you look at how the #EmergencMedicalHologram Mark I AIs were turned into plasma scrubbers in #STVoyager's "Life Line"², it shows that the Federation has a hard time accepting that #ArtificialLifeforms can grow beyond their programming and become sentient, such as the Doctor.
