Die neuen EVB-IT verankern Open Source erstmals als Standardfall in Vertragsmustern für die Verwaltung, inklusive SBOM-Pflicht für mehr Transparenz. Der Haken: proprietäre Lösungen bleiben explizit gleichberechtigt zulässig. Rechtssicherheit ist ein echter Fortschritt.
