I am just reading "The Game Master’s Handbook of Proactive Roleplaying" by Jonah and Tristan Fishel.

The first chapter revolves around character creation with a strong emphasis on character goals to enable a proactive playstyle for players to pursue those goals. It has a very nice ring to it.
