    WASHINGTON (AP) — "A plan by the Environmental Protection Agency could make it harder for the public to learn about and comment on proposed AI data centers that have sparked backlash in communities across the United States and transformed the midterm election landscape.

    "The EPA proposal would eliminate a federal requirement that states notify the public and seek comment before issuing #AirPollution permits for data centers and other #IndustrialFacilities. States could still offer opportunities for public comment, but the EPA would no longer mandate them as a condition for states to grant permits.

    "Critics say the move could thwart local residents from learning about proposed data centers or making their voices heard before projects are approved and construction begins. The move comes during a widespread backlash as #TechGiants build hundreds of massive #ServerWarehouses to fuel #ArtificialIntelligence and #CloudComputing.

    " 'By eliminating the long-standing federal requirement for public notice, this proposal continues efforts by the Trump administration to turn its back on the fundamental EPA principle of transparency,' said Mike Koerber, a former deputy director of EPA’s air quality office.

    "If made final, the plan could create 'an unlevel playing field where citizens in one state are kept completely in the dark about new data centers and heavy industrial emissions in their backyards, while neighboring states maintain oversight,' he said.

    "Under the EPA plan, states with weak or no requirements for #PublicComment could speed permits for data centers, #PowerPlants and other #PollutionSources without consulting the public or even informing communities where the facilities are located, Koerber and other critics said."

  7. How Europe’s drought exposes ‘weakness of #FossilFuels’ as Poland forced to shut down coal plants

    Poland has been forced to reduce output on its #coal-fired #PowerPlants following critically low water levels in the #Vistula River.

    #Poland has been urged to double down on #CleanEnergy after Europe’s drought wreaked havoc on its coal industry.

    Earlier this week (4 August) utility giant #Enea was forced to reduce generation at the #Kozienice and #Połaniec coal-fired power plants after critically low #water levels in the #VistulaRiver limited cooling water supplies.

    The move is said to have removed 1.3 GW from Poland’s power system, enough to power more than one million average households. This is around two per cent of the country’s current energy capacity.

    River flow near the Kozienice Power Plant fell to just 135 cubic metres per second on 5 August, reflecting #severe #drought conditions.

    The plant’s cooling system withdraws approximately 80–100 m³/s of water from the river – more than half of the remaining flow under such conditions.

    > Despite growing evidence that the plant is killing millions of fish larvae, including from six protected species, Enea is cracking on with plans to build a near 1.3GW gas-fired power plant at the Kozienice site. Experts warn that such a move will increase pressure on the Vistula River ecosystem through continued high cooling water demand.

    "More than a dozen health and environmental justice non-profits have sued the Environmental Protection Agency over its revocation of the legal determination that underpins US federal climate regulations.

    "Filed in Washington DC circuit court, the lawsuit challenges the EPA’s rollback of the '#EndangermentFinding', which states that the buildup of heat-trapping #pollution in the atmosphere endangers #PublicHealth and welfare and has allowed the EPA to limit those emissions from #vehicles, #PowerPlants and other #industrial sources since 2009. The rollback was widely seen as a major setback to US efforts to combat the #ClimateCrisis.

    "The suit was brought by the American Public Health Association [#APHA], #AmericanLungAssociation, the #CenterForBiologicalDiversity, the #EnvironmentalDefenseFund, the #NaturalResourcesDefenseCouncil [#NRDC], the #SierraClub and 11 other public health and environmental organizations. The lawsuit was filed by green legal organizations #CleanAirTaskForce and #Earthjustice and it names the EPA and the agency’s administrator, #LeeZeldin, as defendants.

    " 'EPA’s repeal of the endangerment finding and #safeguards to limit vehicle emissions marks a complete dereliction of the agency’s mission to protect people’s health and its legal obligation under the #CleanAirAct,' said #GretchenGoldman, president and CEO at the #UnionOfConcernedScientists, another one of the groups behind the lawsuit.
