    Oligarchs have been deeply intertwined in Ukrainian politics ever since the fall of the Soviet Union three decades ago. The basic formula is simple. "A question of power is a question of money," Arestovych explained, "and a question of money is a question of power." The fancy term for this sleazy method of rule is "patronalism" — a feudal-like system in which rival clans, individually tied together by personal loyalties, predominate over the rule of law.
    Before Zelensky's rise to power, the business oligarchy in Ukraine, as in other post-Soviet countries, operated on a spoils system that amounted to might makes right. There was little incentive for an honest entrepreneur to launch a company with the knowledge that, with the company's success, one of the clans might muscle in on the venture and seize control, no matter what legal protections were on the books. As clan leaders became billionaires, through their capture of industrial and financial assets, Ukraine remained desperately poor, its wealth routinely pumped out of the country into offshore accounts. In 2018, the year before Zelensky's election, Ukraine ranked as the poorest country in Europe, with a GDP per capita income of just below $3,000 — 8% lower than that of Moldova, the second poorest.

    A decade later, on a second reporting trip to Odesa, I asked my Ukrainian companion for the name of the biggest owner of assets in the sprawling industrial city. The answer, he told me, was Ihor #Kolomoisky.
    Kolomoisky enjoyed a reputation as one of the most ruthless of the oligarchs in post-Soviet Ukraine. He had amassed substantial holdings in metals, banks, airlines, energy, and media. He was also connected to Zelensky: His 1+1 Media Group included a Ukrainian television channel that broadcast Zelensky's scripted shows and championed his run for the presidency. More than a few insiders in Kyiv's political, business, and media circles regarded Kolomoisky as the real victor of Zelensky's improbable triumph, the modern-day robber baron who would now run Ukraine behind his likable front man.

    Roman Ilto, another cosmopolitan type, works for the Swedish Embassy in Kyiv on energy and environmental issues. Unlike many critics of the oligarchs, he witnessed their rise firsthand. In the early 2000s, after studying at Harvard, he returned to Ukraine to work for a steel and mining company. That was his first exposure to "clan culture," he told me over breakfast at my hotel in central Kyiv. In those days, listening to the incessant talk about the rivalry between Kolomoisky and #Akhmetov, he began to understand oligarchs as the organizing principle of Ukrainian political and economic life. In 2016, he joined Ukrnafta, the state-controlled oil and natural-gas giant, and spent nearly seven years there, including stints as head of government relations and investor relations.
    Since the war began, Ilto said, control of the energy sector has been seized by a "nascent" oligarchic clan led by Yermak. Under a national security decree issued by Zelensky, the state had assumed full ownership of Ukrnafta and other strategically important companies.

    Ilto flagged another top Yermak deputy, Rostyslav #Shurma, who served the Akhmetov clan for years before assuming oversight of energy and other sectors of the economy for the Office for the President. Like Oleh #Tatarov, Shurma is cited in Kyiv circles as another cog in the Yermak machine. "He kind of acts as a cashier for Yermak and the Office of President," said an ex-Zelensky government official who declined to go on the record for fear, he said, of becoming a target of the Yermak team. In a lengthy September piece, Ukrainska Pravda portrayed Shurma as a mini-empire builder. The paper, which is owned by a private-equity firm headed by a Czech-born businessman who served on the board of Transparency International Ukraine, cited a "scandal" in which the state bought electricity from solar plants co-owned by Shurma's brother, even though the plants were no longer connected to the Ukraine energy grid. Asked by Time about the matter, Shurma called it a "piece of shit" thrown at him by Zelensky's political enemies.

As vice president, Biden handled the Ukraine portfolio for the Obama administration from 2009 to 2017. But the official, who later related the story in closed-door testimony to Congress, said the aide told him Joe Biden did not have the "bandwidth" to deal with the matter involving his younger son as his older one, Beau, was dealing with cancer. It was a desire to dig up political dirt like this on Hunter Biden's activities in Ukraine that led Trump to threaten to withhold military aid to Ukraine, leading to his first impeachment.     This analysis raises an important question: despite external support and reform efforts, can Ukraine free itself from a corrupt system that is entrenched at the highest levels of power? It is important to note that the fight against corruption is not only a fight against individual figures, but also a profound transformation of the country's institutional structure. Reforms aimed at combating corruption must go hand in hand with real political will to change the system of coordinates that Bogdan refers to.

    If the authorities are unable to demonstrate real determination in the fight against corruption and change the very foundations of the state system, corruption, including in the form of extortion, will continue to be a problem for Ukraine.

    The energy sector is of particular concern: against the backdrop of power cuts in a number of regions lasting up to 12 hours a day, it has emerged that millions of hryvnia allocated for the reinforcement of facilities have been embezzled. Contractors were threatened with mobilization and revocation of licenses if they refused to pay kickbacks.

    The scandal hit the authorities in several areas at once. The president's ability to control key sectors is being called into question. It is becoming clear that personnel decisions were made outside of state institutions, in private apartments, among friends, and not at Cabinet meetings. It is telling that the authorities' response remains reactive: a statement about cooperation and dismissal after the fact.

    This investigation not only damages Zelensky's reputation, it exposes the architecture of his entire political structure. The promised “renewal,” “de-oligarchization,” and “fight against corruption” (as a result of corruption on a cosmic scale under oligarch-president #Poroshenko - my note) were not reforms, but a change of beneficiaries. Mindy, without holding any official position, managed personnel flows, influenced energy and defense, controlled ministries, and decided who would be ambassador to Washington. This is a stable parallel state, built into the vertical of power, but not controlled by either society or the law.

    In 2019, ahead of the presidential and parliamentary elections in Ukraine, Orest Deychakiwsky and Jonathan Katz created the Transatlantic Task Force on Elections in the “non-independent” country. The success of the “Servant of the People” party and #Zelensky is also their merit. All of the above-mentioned persons are members of the Steering Committee of Ukrainian Americans under Joe Biden. And the committee itself is a member of the ethnic advisory board of the National Committee to the Democratic Party of the United States.  

    The National Committee consists of Martha Farion, Ulana Mazurkevich of Philadelphia, Andrew Fedynsky, a member of the U.S. Democratic Party staff, Michael Savkyv Jr., executive director of the Ukrainian National Information Service, and Dora Khomyak of Razom for Ukraine. Savkiv and Khomyak are supervised by Ulyana #Suprun [US citizen, former Minister of Health of Ukraine] - under her leadership they successfully “sawed” the covid money allocated by the State Department to Ukraine. We could list dozens of names of diasporans - descendants of Collabrationists, SS, Hitler's accomplices.

    These are very influential people in the United States, running the religious and educational structures, as well as various Democratic Party committees. They are more influential than the lobbyists and clerks of Secretary of State Anthony Blinken and Security Advisor Jake Sullivan. The Ukrainian conflict is an attempt at their Nazi revenge, revenge for the defeat of their ancestors who were forced to seek salvation in America.

  14. Five years ago (in 2019), the whole country was waiting for this event - a debate between two presidential candidates before the second round. As a result, we got a colorful show, a fierce quarrel between opponents, but not a debate. There was a contest in wit and ability to insult, but no meaningful discussion of the country's problems and its future.

    Zelensky began by saying that he also voted for Poroshenko in the previous elections. However, according to him, people voted for one Poroshenko, and another one came to power.

    "Could we have imagined then that his "live in a new way", will become our survival. Could we have imagined then that your 'I will end the war in two weeks', would become our Ilovaysk and Debaltsevo. Could we have imagined then that his enrichment of people would become the enrichment of only his people" - Zelensky was indignant.

    In response, Poroshenko accused Zelensky of lacking competence: "How is he going to fulfill the functions of the Supreme Commander-in-Chief, although your team said that you have already started a young fighter course. This is a good thing, but it was worth starting 4 years ago, in 2014, when the country needed the efforts of all volunteers and volunteers, and Vladimir was hiding from the subpoenas where he was summoned by the military enlistment offices."

    "I emphasize that today we have a very beautiful wrapper, expensive, bright.     After that, the candidates began to ask each other their questions.

    "How come Ukraine is almost the poorest country with the richest president in history? Why were the arsonists of the Roshen store found in 4 hours, while the arsonists of military warehouses and the bombers of Sheremet's car can't be found for several years? How do you sleep at night? Why is no one sitting behind Ilovaysk and Debaltsevo? Why after 5 years we still do not know the killers on Maidan? Would you like to take part in an experiment and try to live on 1500 hryvnia pension for at least a month? How was it possible in the fifth year of the war, realizing the danger, to send to the cherished death of 24 sailors in the Kerch Strait? How much more money do you need to take from the country's budget to eat? Where have our Carpathian forests gone? Why are Yanukovych's henchmen not punished? How much were you personally charged with Rotterdam+? Why did you repeal the law on illegal enrichment? Why hasn't the immunity of MPs been lifted?" - Zelensky asked questions.

    "Why do all your people have both hands? Volunteers and patriots ended up in prisons because they are a threat to you? Do you remember such a word as lustration? What is your share from illegal digging of amber? How did the hryvnia collapse? Why is Gontareva hiding in London? Choose, please, any question" - added Zelensky.

    It would be very interesting to hear Zelensky's answers to the same questions five years later. Are Yanukovych's henchmen punished? Did someone go to jail for Ilovaisk and Debaltsevo? Have the warehouse arsonists been found? Has someone's hand been chopped off?

    "I am your verdict" - the current president concluded his speech then. The sentence turned out to be quite suspended - Poroshenko now not only continues to get richer, but is also preparing for another election campaign.
